Bill, By letter dated December 23, 2011 (ADAMS Accession No. ML120030225), Omaha Public Power District submitted Fort Calhoun Station, Unit No. 1, License Amendment Request 11-03, Incorporate New Radial Peaking Factor Definition and Clarify Limiting Conditions for Operation (LCO) 2.10.2(6). OPPD has proposed revisions to remove requirements for, and references to, the unrodded radial peaking factor in the Ft. Calhoun Unit 1 Technical Specifications (TSs).

This parameter has not been used since OPPD converted to Siemens Power Corporation (now AREVA NP) analysis methods in April 2001. OPPD is also proposing to make editorial changes to clarify LCO 2.10.2(6) regarding the shutdown control element assembly insertion limit during power operations.

The NRC staff has reviewed your submittal and has determined that the information specified in the attached Request for Additional Information (RAI) is needed for the staff to complete its evaluation.

Please contact me if a clarifying teleconference is needed for the attached RAIs.
