Our Mission

  • To license and regulate the nations civilian use of byproduct, source, and special nuclear materials to ensure adequate protection of public health and safety, promote the common defense and security, and protect the environment 3

The NRC Regulates

  • Nuclear reactors - commercial power reactors, research and test reactors, new reactor designs
  • Nuclear materials - nuclear reactor fuel, radioactive materials for medical, industrial, and academic use
  • Nuclear waste - transportation, storage and disposal of nuclear material and waste, decommissioning of nuclear facilities

NRC Inspection Activities North Anna Power Station (NAPS)

Units 1 & 2 for 2011

  • Routine inspections were carried out by the two NRC Resident Inspectors assigned to the plant and by inspection p specialists p from the agencys g y Region g II Office in Atlanta, GA
  • Among the areas of performance at NAPS that were inspected last year by NRC specialists were activities associated with radiological safety, emergency preparedness, and security 12

NRC Inspection Activities (continued)

  • Augmented Inspection conducted in October 2011, following the August 23, 2011 earthquake, to determine seismic affect on reactor and plant structures
  • Restart Inspections conducted during October and November 2011 to determine restart readiness of Unit 1 and 2 13

NAPS PIs and Findings January 1 through December 31, 2011

  • Unit 1 - All Green Performance Indicators
  • Unit 2 - All Green Performance Indicators
  • 10 Green inspection findings

NRC Annual Assessment Summary NAPS Units 1&2

  • Dominion operated the plant safely and in a manner that preserved the public health and safety and protected the environment
  • Unit 1 and Unit 2 were in the Licensee Response Column of the NRCs ROP Action Matrix for 2011 15

NRC Plan for 2012 NRC plans to perform baseline inspections at NAPS for the remainder of 2012, including:

  • Triennial Fire Protection Inspection
  • TI 172 Managing Gas Accumulation in Emergency Core Cooling

Ongoing Review 2H Emergency Diesel Generator (EDG)

  • 2H EDG experienced a cooling water gasket failure in August and the backup generator was aligned and provided electrical power
  • A performance deficiency was identified for an inadequate maintenance procedure
  • Dominion provided information during a public meeting in Atlanta on April 20, 2012
  • The preliminary significance is greater than Green
  • Final significance determination expected in May 17

Seismic Event Summary

  • NRC safety reviews were completed as part of the restart decision making process after the August 23, 2011 event
  • NRC ensured that Dominion demonstrated that the plant was safe to operate before approving restart
  • NAPS received restart approval on November 11, 2011 after shutdown of 80 days
  • The NRC issued a Confirmatory Action Letter to Dominion on November 11, 2011, addressing long term commitments by Dominion 18
