Tom, By letter dated September 22, 2011 (Agencywide Documents Access and Management System (ADAMS) Accession Number ML112660095), Union Electric Company (UE, the licensee) submitted information pertaining to the Revision to Technical Specification 3.3.6, "CONTAINMENT PURGE ISOLATION INSTRUMENTATION" at the Callaway Plant Unit 1 (License Amendment Request LDCN 09-0040).

The NRC staff has reviewed the submittal and the significant hazards consideration involved with the proposed amendment by and has generated the request for additional information (RAI) below. Please provide your response within 30 days from the receipt of this RAI. If you are unable to meet this date, please let us know as soon as possible.

In order to do its review, the staff needs the following additional information:

Thanks Kaly REQUEST FOR ADDITIONAL INFORMATION CONTAINMENT AND VENTILATION BRANCH OFFICE OF NUCLEAR REACTOR REGULATION LICENSE AMENDMENT REQUEST FOR PROPOSED REVISION TO TECHNICAL SPECIFICATION 3.3.6, CONTAINMENT PURGE ISOLATION INSTRUMENTATION

CALLAWAY PLANT UNIT 1 (TAC NO. ME7205)

1) Based on the information in Section 3.3 ITS Conversion of Attachment 1 to your letter dated September 22, 2011th, the NRC staff understands that the ability to vent the containment in order to maintain containment pressure within the required limits was impacted at Callaway Plant Unit 1 since year 1999. The plant had operated under this limitation imposed by TS 3.3.6 for the last 12 years. Provide us additional information about the venting frequency and how often the need to vent containment does actually coincide with action entries related to TS 3.3.6. Did the limitation ever lead to a plant shutdowns, and if it did, how many plant shutdowns actually occurred in this period that can be attributed to this limitation?
2) How long does the mini-purge system operate during a typical usage (facilitate personnel access, equalize containment internal and external pressures) in MODES 1, 2, 3, and 4?
3) Based on the proposed insert TS-1 to TS page 3.3-60, the request for relief appears to be limited to inoperability of Functions 1 & 3 only in TS table 3.3.6-1 and that no relief is requested for Functions 2 & 4. Please Confirm?
4) Please provide the basis for Functions 1 & 3 are included in TS 3.3.6 Containment Purge valve Instrumentation and why it is now believed that these functions are essentially not needed.
