LICENSE AMENDMENT NO. 27 FOR THE UNIVERSITY OF FLORIDA TRAINING REACTOR (TAC NO. ME8131)

Dear Dr. Jordan:

The U.S. Nuclear Regulatory Commission (NRC) is continuing our review of your amendment request for Facility Operating License No. R-56 for the University of Florida Training Reactor (UFTR), which you submitted on February 29, 2012 (Agencywide Documents Access and Management System Accession No. ML12061A271). During our review of your amendment request, questions have arisen for which we require additional information and clarification.

Please provide responses to the enclosed request for additional information within 30 days of the date of this letter.

In accordance with Title 10 of the Code of Federal Regulations Section 50.30(b), your response must be executed in a signed original under oath or affirmation. Your response must be submitted in accordance with 10 CFR 50.4 Written communications. Information included in your response that is considered security, sensitive, or proprietary that you seek to have withheld from the public must be marked in accordance with 10 CFR 73.23 Protection of Safeguards Information-Modified Handling: Specific Requirements or 10 CFR 2.390, Public inspections, exemptions, requests for withholding, as appropriate. Following receipt of the additional information, we will continue our evaluation of your amendment request.

During our review of your amendment request, questions have arisen for which we require additional information and clarification. Please provide responses to the following request for additional information (RAI) within 30 days of the date of this letter.

Title 10 of the Code of Federal Regulations states that each licensee who possesses, uses, or transports special nuclear material of moderate or low strategic significance shall establish and maintain a physical security system that will achieve certain objectives. You requested to remove the commitment in your license that indicates the need for a Physical Security Plan and replace with procedures. However, your amendment request does not indicate how you will ensure you will be able to meet the pertinent regulations with your new procedures. Please provide a copy of the UFTR Security procedures and explain how these procedures ensure the UFTR will be able to meet the pertinent regulations.
