The conference call started at 2 PM ET on 3/30/2012 Participation:
For NRC: Karl Feintuch, Don Johnson For DAEC: Tom Byrne, Mike Davis Discussions concerned clarification of RAI items and that DAEC is considering as an option to withdraw the application and re-submit at a later time. The withdraw / resubmit option would be to address a concern about carrying out implementation while preparing for and conducting the forthcoming fall outage with its own schedule complexities.
The conference call is to resume early next or week (Monday or Tuesday) with a withdraw decision by 4/6/2012.
Cc to Mahesh Chawla as background information to coordinate conference call next week.

The following items: <1>, <2>, and <3> were provided by NSIR reviewer (Don Johnson). I will follow with a more formal version.
The brackets you see are my current draft edits, mostly to convert from 1st to 3rd person voice and grammar. The formal version will not contain such brackets:
<1> [The reviewer] need[s] to have [the licensees] entire proposed EAL Technical Basis Document (the Document) on the docket as part of [its] response, even if they are not changing some of the sections. Please submit [this Document] so we (NRC) can re-baseline the its approval for the entire EAL scheme (as encompassed in [DAECs] EAL Technical Basis Document).
The front section, ISFSI EAL, fission barrier matrix section, and the systems section were not provided with [the recent RAI] response.
[The NRC staff needs the docketed Document in ADAMS to reference it as] the single document found acceptable for DAECs EAL Scheme. [This reference is necessary] so that future inspectors, and site licensing staff, can readily determine the approved baseline scheme when performing future 10 CFR 50.54(q) reviews/changes.
<2> The response to RAI #6, while adequate, does not answer the question, i.e., the incorporation of information to EAL EU1. Note that this EAL was not provided with this response (see <1> above.)
<3> The response to RAI #10 requires more information to support the justification for why the Control Room is not an area for consideration, as well as documenting what areas were considered and the basis for why each area was determined to be not applicable.
[We are interested in compressing the RAI response schedule. Please propose opportunities to have a clarification conference call so I (PM Feintuch) can make suitable arrangements with the reviewer. As part of the call we want to discuss scheduling.]
