Request for Additional Information on the Waterford 3 PSP, T&QP Revision 14 submittal
- Billy, By letter dated April 6, 2012 (Agencywide Documents Access and Management System (ADAMS) Accession No. ML12102A036), Entergy Nuclear Operations, Inc. (Entergy, the licensee) submitted the Waterford 3 Steam Electric Stations Physical Security Plan (PSP),
Training and Qualification Plan (T&QP), and Safeguards Contingency Plan (SCP), Revision 14.
The enclosure to the letter contained Safeguards Information and has been withheld from public disclosure. The U.S. Nuclear Regulatory Commission (NRC) staff is currently reviewing the submittal to ensure compliance with Title 10 of the Code of Federal Regulations (10 CFR),
Section 50.54(p)(2). The NRC staff has determined that the additional information requested below is needed to complete its review.
The staff requests you to provide a response to the RAI within 30 days from the date of this email. If this is not feasible, please let me know, in advance, when the response will be sent.

REGARDING 10 CFR 50.54(p)(2) CHANGES TO THE SECURITY PLANS ENTERGY OPERATIONS, INC.
WATERFORD STEAM ELECTRIC STATION, UNIT 3 DOCKET NO. 50-382 LICENSE NO.NPF-38
- 1. In Section 11.2.1 and 11.2.2 of the PSP, the licensee describes the sites vehicle barrier systems (VBS). Describe the intended function of the barrier described in Section 11.2.2 of the PSP to meet 10 CFR 73.55(e)(3)(i)(C). Describe how the licensee is meeting 10 CFR 73.55(e)(4) and 10 CFR 73.55(e)(3)(i-iii) for each VBS. Also, make appropriate changes to the sites PSP, T&QP, and SCP to ensure the language clearly articulates the function, maintenance, and compensatory measures of each VBS and how it is used in the sites protective strategy.
