SUMMARY
OF APRIL 17, 2012, MEETING WITH PACIFIC GAS AND ELECTRIC COMPANY ON NATIONAL FIRE PROTECTION ASSOCIATION 805 TRANSITION PROJECT (TAC NOS. ME8324 AND ME8325)
On April 17, 2012, a Category 1 public meeting was held between the U.S. Nuclear Regulatory Commission (NRC) and representatives of Pacific Gas and Electric Company (PG&E, the licensee) at NRC Headquarters, One White Flint North, 11555 Rockville Pike, Rockville, Maryland. PG&E requested this pre-application meeting to update their plans to transition to the National Fire Protection Association (NFPA) Standard NFPA 805 for the Diablo Canyon Power Plant, Unit Nos. 1 and 2 (DCPP). The meeting notice and agenda dated March 23, 2011, are available in the Agencywide Documents Access and Management System (ADAMS) at Accession No. ML120940060. The meeting was a follow-up to a public meeting held on April 11, 2011 (meeting summary is available at ADAMS Accession No. ML111170492). The planned transition is intended to adopt the risk-informed, performance-based alternative described in NFPA 805, as permitted by paragraph 50.48(c) of Title 10 of the Code of Federal Regulations. The licensee indicated that the June 28, 2013, target date for providing the NRC staff with a license amendment application to support the transition to NFPA 805 was still accurate.
The licensee provided a status of the various documents that would be used to support the license amendment application including the following: fire probabilistic risk assessment (PRA),
seismic PRA, internal events PRA, internal flooding PRA, and fire risk evaluations. Of the PRA documents, the licensee indicated that only the seismic PRA is not expected to be fully completed because PG&E will have completed only a partial peer review at the time of the June 28, 2013, license amendment submittal. The licensee briefly discussed the previously performed seismic PRA and the process for updating inputs to be consistent with ongoing reevaluations of seismic risk. The NRC staff indicated that in accordance with the staff's guidance, a qualitative evaluation of seismically induced fires is allowed instead of a seismic PRA to support transition to the NFPA 805 standard. The licensee indicated that it was aware of the guidance.
The licensee indicated that the core damage frequency (CDF) increase associated with transition to the NFPA 805 standard would be less than 10-5 per reactor year but may be greater than 10-6 per reactor year (and related large early release frequency (LERF) guidelines). The licensee recognized that the acceptability of this result would require an estimate of the total CDF and LERF, including the contribution from seismic events. The licensee stated that an estimate of the seismic risk would be provided when the LAR is submitted. PG&E expects that
- 2 this seismic risk would be equal to or greater than the seismic risk estimates after the seismic PRA and peer review are completed.
The NRC staff indicated that at a high level this approach would likely be sufficient to support accepting the NFPA 805 transition LAR for review because applicable staff guidance would appear to be satisfied. The staff will use the acceptance review process to determine whether the eventual LAR that is submitted satisfies all the applicable guidelines. The staff expressed appreciation for PG&E providing an update of the plans relative to the NFPA 805 June 28, 2013, LAR targeted submittal date. The staff requested that if changes to the NFPA 805 transition plans for DCPP were made that the licensee informs the staff through the NRC's Division of Operating Reactor Licensing. PG&E indicated that it would do this.
