CALLAWAY PLANT, UNIT 1, LICENSE RENEWAL APPLICATION ENVIRONMENTAL REVIEW

Dear Ms. Sternberg:

The U.S. Nuclear Regulatory Commission (NRC or the staff) is reviewing an application to renew the operating license for Callaway Plant, Unit 1 (Callaway). The application for renewal was submitted to the NRC by Union Electric Company, a subsidiary of Ameren Corporation and doing business as Ameren Missouri (Ameren), in a letter dated December 15, 2011, pursuant to Title 10 of the Code of Federal Regulations Part 54 (10 CFR Part 54). The purpose of this letter IS to inform you of the NRC's National Environmental Policy Act (NEPA) scoping process.

Tile NRC's Federal action is the decision of whether to renew Callaway's operating license for an additional 20 years. Callaway is a single unit pressurized water reactor, it uses a closed cycle circulating water system that withdraws water from and discharges water into the Missouri River. The proposed action includes the use and continued maintenance of existing plant facilities and transmission lines. Ameren states that it has no plans for refurbishment or replacement activities to support renewal of the operating license.

Callaway is located in Callaway County. approximately 10 miles southeast of Fulton, Missouri and 80 miles west of Saint Louis. The 7,354 acre site includes approximately 6,300 acres set aside for public access under agreement with the Missouri Department of Conservation (Enclosure 1 ML113540349). The site is located between the Dissected Till Plains province to the north and the Ozark Highlands province to the south on a plateau of rolling hills. The land surrounding the site is a mixture of forest, farmland, and rural residences. The transmission lines run from Callaway to the Montgomery Substation in Montgomery County, the Bland SUbstation in Gasconade County, and the Loose Creek Substation in Osage County, to connect the plant to the transmission system (Enclosure 2 - ML113540352). Montgomery #1 and #2 are two 345-Kilovolt lines that extend 11.9 miles northeast and then turn easterly for another 11.3 miles totaling 23.2 miles. The Bland line is also 345 kilovolts and extends 31.5 miles souttleast The l.oese Creek line is also 345 kilovolts and extends 23.3 miles southwest.

Sternberg -2 NRC's NEPA Process The NRC has established that, as part of the staff's review of any nuclear power plant license renewal action, the staff will prepare a site-specific supplemental environmental impact statement (SEIS) to its "Generic Environmental Impact Statement for License Renewal of Nuclear Plants," NUREG-1437, under the provisions of 10 CFR Part 51, the NRC's regulations that implement NEPA. The SEIS includes an analysis of pertinent environmental issues, including endangered or threatened species and impacts to fish and wildlife. The staff will forward the draft SEIS to your office for review and comments. The anticipated publication date is February 2013.
