Enclosed is a copy of the Core Operating Limits Report (COLR) for Brunswick Steam Electric Plant (BSEP), Unit 1 Cycle 19 operation.

Carolina Power & Light Company (CP&L), now doing business as Progress Energy Carolinas, Inc., is providing the enclosed COLR in accordance with Brunswick Unit I Technical Specification 5.6.5.d. The enclosed COLR supersedes the report previously submitted by letter dated April 8, 2010 (i.e., ADAMS Accession Number ML 101050016).

In license amendment requests dated April 29, 2010 (i.e., References 1 and 2), CP&L stated that, prior to startup from the first BSEP Unit 1 refueling outage that loads AREVA ATRIUM I OXM fuel, the Thermal-Hydraulic Design Report and the Reload Safety Analysis Report would be submitted to the NRC, for information.

A copy of the ANP-2989(P), Brunswick Unit 1 Thermal-Hydraulic Design Report for ATRIUM T M I OXM Fuel Assemblies, Revision 0, is provided in Enclosure

2. ANP-2989(P) contains information considered to be proprietary to AREVA, as defined by 10 CFR 2.390.Progress Energy Carolinas, Inc.Brunswick Nuclear Plant P.O. Box 10429 Southport, NC 28461 Document Control Desk BSEP 12-0040 / Page 2 As owner of the proprietary information, AREVA has executed the affidavit provided in Enclosure 3, which identifies that the document has been handled and classified as proprietary, is customarily held in confidence, and has been withheld from public disclosure.

AREVA requests that the enclosed proprietary document be withheld from public disclosure in accordance with the provisions of 10 CFR 2.390. A non-proprietary version of ANP-2989(P), Revision 0 (i.e., ANP-2989(NP), Revision 0), is provided in Enclosure 4.A copy of the ANP-3 061 (P), Brunswick Unit ] Cycle 19 Reload Safety Analysis, Revision 0, is provided in Enclosure

5. ANP-3061 (P) contains information considered to be proprietary to AREVA, as defined by 10 CFR 2.390. As owner of the proprietary information, AREVA has executed the affidavit provided in Enclosure 6, which identifies that the document has been handled and classified as proprietary, is customarily held in confidence, and has been withheld from public disclosure.

AREVA requests that the enclosed proprietary document be withheld from public disclosure in accordance with the provisions of 10 CFR 2.390. A non-proprietary version of ANP-3061(P), Revision 0 (i.e., ANP-3061 (NP), Revision 0), is provided in Enclosure 7.No regulatory commitments are contained in this letter.
