On 6/20/07, B Mann and Phil Simpson walked down PML Pipe Tunnel and Retention Tank Room adjacent to Rm 1069 to examine retention tank drain piping in relation to sanitary sewer lines in PML Pipe Tunnel. It was inconclusive as far as positive identification of the tie-in from the tanks to the sanitary sewer.

3. Informed by C. Becker on 6/28/07 that the drain line from the FNR Hot Sump to the Retention Tanks in PML Rm. 1069 is to be removed. The Rm 1069 Retention Tanks and associated piping connections to the PML sanitary sewer are removed from the FNR D&D Project (and FSS) scope.
4. Walkdown of roof drains and sanitary sewer lines in FNR by B. Mann with P. DeWitt on 10/04/07. Confirmed that Cooling Tower sump overflow drain joins N. Roof Drain in N. vertical pipe chase.

Description:==

1. Storm Drains The FNR storm sewer (storm drains) received water from FNR roof drains and from several drains originating inside the FNR (described below). Storm sewer piping exits the FNR at three locations on the Beam Port Floor. These connect to a storm sewer line that runs around the perimeter of the building below grade and connects to a campus main N-S line located just west of the FNR. During FNR operation, the Cold Sump in the Basement received water from floor drains and overflow from the Hot Sump. The FNR process flow diagram (M-1) shows a connection from the Cold Sump to the storm sewer, but this has not been verified.

There are four roof drains that enter the FNR. Two drains on the main roof connect to a line on the Pool Floor ceiling (Room 3101 A) which drops to the Beam Port Floor. This line exits the FNR to the external sanitary sewer at the SW comer of the Beam Port Floor. See Attachment 1, Figures 1 through 4 for views of the main roof drains. A single drain originates on the FNR Roof above the Third Floor, north of the Cooling Tower. It drops to the ceiling of Room 3104, then to the North Vertical Pipe Chase. This vertical line joins the Cooling Tower Sump Overflow drain inside the pipe chase and then exits the FNR to the external storm sewer at the north side of the building just above the Beam Port Floor elevation. These lines are shown in Attachment 1, Figures 5 through 9. A single drain originates on the FNR Roof above the third floor east of the Cooling Tower. It enters the building in the ceiling of Room 3102 and then drops to the Beam Port Floor through the East Vertical Pipe Chase and exits the FNR to the external storm sewer at the SE comer. Views of this drain are shown in Attachment 1, Figures 10, 11, 13 and 14. A former Secondary System emergency blowdown drain connected to the storm sewer through a 10 inch drain connection located on the east side of the Beam Port Floor. This connection is currently capped with a blank flange. It is shown in Attachment 1, Figure 12.

2. Sanitary Sewer There were two paths for FNR waste water to the Ann Arbor sanitary sewer system:
a. The sanitary sewer that directly serviced the FNR received waste water from janitor sinks, toilets, showers and lavatories in the FNR. These connect to a sewer line which exits the building near the SE comer of the Beam Port Floor. The line then runs north and west outside the building (below grade) and connects to the N-S sewer trunk line at a man-hole located just west of the FNR.
b. During FNR operation, waste water from the Reactor Pool and floor drains (via the Hot Sump) was routed to three retention tanks in the PML. The water from the PML Retention Tanks was filtered and processed through ion exchange columns and released to the sanitary sewer piping in the PML Basement Piping Tunnel. This waste water was monitored and then released to an Ann Arbor sanitary sewer system main south of the PML.

As discussed below, the sanitary sewer release path from the FNR through the PML has been investigated and is removed from the scope of the FNR Decommissioning. The remaining FNR SP-0 12 Pkg Forms Page 4 of 10 10/10/2007 RevO

Description:

Storm Drains and Sanitary Sewer connections to the sanitary seiver are described here. All the remaining FNR connections to the sanitary sewer originate in the 2 nd Floor Restrooms and Janitor's Closet. Drains from lavatories, toilets and a urinal (a total of six) connect to a horizontal header in the East Pipe Chase which transitions to a vertical line which drops to the sanitary sewer connection on the east wvall next to the Beam Port Floor Janitor closet. Five floor drains from these rooms connect to piping in the 1 t Floor ceiling below.

These lines join to the line described above about 8 feet above the exit from FNR to the sanitary sewer line east of the FNR. Views of the FNR sanitary drains are shown in Attachment 1, Figures 13 through 15. A piping diagram of the drains is shown in Figure 16.

3. Drains from Room 2111 Ventilation Equipment Room.

Two floor drains and one capped drain of unknown function from Room 2111 drained to a common 4 in. line located in the Beam Port Floor overhead just south of the North Stairwell. This line connects to the vertical drain in the North Pipe Tunnel. It is planned to remove this piping and no characterization is planned.

4. Materials of Construction Most piping for roof drains and sanitary drains within the FNR is carbon steel with threaded joints.

Both the roof drain and sanitary drains transition to cast iron sewer piping (4 and 6 in.) prior to exiting the FNR.

Survey Unit History:

From the start of operations in 1957 until 1991, liquid effluents from the FNR were routinely released through the PML sanitary sewer via the retention tanks in the PML. During the 2003 FNR Characterization survey, the sanitary sewer system was investigated. Samples were collected from five locations in the sanitary sewer. They were:

  • drain line at exit from the PML
  • Manhole outside PML where sewer joins main campus trunk line
  • Manhole midway between campus and municipal treatment facility
  • Manhole near municipal treatment facility
  • Manhole upstream of PML sewer outlet connection The 2004 Characterization Survey Report stated that "none of the sanitary system samples contained positive concentrations of radionuclides; this indicates that the system is not impacted by licensed, operations". The storm drain system and the sanitary sewer system within the FNR were not investigated.

The Historical Site Assessment (HSA) report did not address the sanitary sewer or storm sewer systems inside the FNR or the respective sewer lines-immediately downstream of the FNR.

Storm Sewer System: Potential pathways for release of contaminated waste water from FNR operations to the storm sewer system were:

" Basement and Beam Port Floor flood events involving reactor pool water

  • overflow from the Hot Sump to the Cold Sump

" waste water from floor drains in the HVAC equipment room (Rm 2111).

Other sources of water from the FNR to the storm drain system are the roof drains, Cooling Tower Sump overflow and secondary system blowdown, but these water sources have a low contamination probability.

Sanitary Sewer System: Potential sources of contaminated waste water to the FNR sanitary sewer system include janitor closet drain and restroom floor and shower drains, lavatories and toilets in the FNR.

The approach to characterization of FNR storm and sanitary systems is to collect samples of material; sediment and corrosion-scale from clean-outs where storm and sanitary sewer lines exit the FNR.

Measurement DQOs and Decision Logic..

The samples from the samples collected under the following instructions will be analyzed by gamma spectroscopy and for tritium. If sample results are above analytical procedure MDAs, then an evaluation will be performed. Note: The analysis request will call for "environmental" level MDAs (example; Cs-137 MDA of 0.18 pCi/g) if sufficient sample volume is obtained.

If licensed radionuclides are measured in concentrations > analytical MDAs, additional samples may be collected to determine which lines inside the FNR upstream of the exits from the FNR are impacted. They will be removed if determined to be cost-effective. Additionally, investigation of the storm and sanitary sewer lines external to the FNR may be performed. Likely sample locations for this investigation are the storm sewer and sanitary sewer manholes just west of the FNR.

If storm drain and sanitary sewer system piping is determined to be impacted, and is not cost-effective to remove, specific DCGLs may be developed. This will enable piping to remain if it meets the 25 mrem/y license termination dose criterion.

2. Collect sufficient sample material to fill two 20-ml vials.

Identify each sample by labeling the sample container with the sample ID as shown in the following table. The sample material from each sampling location is split into two aliquots. The aliquots are placed into two 20 ml vials labeled with the sample ID and the suffix A and B respectively. The A sample aliquot is usually sent to a vendor laboratory for analysis and the B aliquot is retained on site. It may be counted (analyzed) by the UM in the PML counting

  • laboratory or stored as a backup sample, to be analyzed if needed.

Document the sample collection and labeling in the Sample Information Form (on page 10 of 10 of this package)

ANALYTICAL RESULTS Combined Standard Uncertainty is reported at 1-sigma value.

TRITIUM A representative aliquot of the sample was transferred into a round-bottomed distillation flask and attached to a single stage still. A portion of the middle distillation fraction was transferred to a liquid scintillation vial and cocktail was added. Sample was then counted by beta liquid scintillation.

Sample demonstrated non-detect equivalent results for Tritium activity. Results for the Tritium method blank demonstrated non-detect equivalent activity. Results for the Tritium replicate demonstrated an acceptable relative percent difference and normalized difference.

Results for the Tritium laboratory control sample demonstrated an acceptable percent recovery.

CARBON-14 A representative aliquot of the aqueous sample was placed into a 1-liter reaction vessel. A carbonate solution was added. Sample was oxidized using potassium permanganate. Carbon dioxide was evolved and Carbon-14 was captured into Harvey, Carb-Sorb cocktail.

Carbon-14 beta emissions were then determined by beta liquid scintillation using an energy selective region.

ANALYTICAL RESULTS CONTINUED CARBON-14 CONTINUED Sample demonstrated non-detect equivalent results for Carbon-14 activity. Results for the Carbon-14 method blank demonstrated non-detect equivalent activity.

GAMMA SPECTROSCOPY Sample for Gamma Spectroscopy analysis was prepared by transferring a known mass/aliquot of the prepared and homogenized sample to a standard geometry container. Sample was counted on a High Purity Germanium (HPGe) gamma ray detector.

Sample demonstrated non-detect equivalent results for all gamma-emitting radionuclides as reported.

Results for the method blank demonstrated non-detect equivalent activity for all gamma-emitting radionuclides as reported.

Results for the Silver-108m, Cesium-137 and. Manganese-54 replicate demonstrated a high relative percent difference; however, normalized difference is within acceptable limits for the analytical technique. Results for the Cobalt-60 and Cesium-137 laboratory control sample demonstrated an acceptable percent recovery.

Tritium was performed using Method LANL ER-210 Modified. Gamma Spectroscopy was performed using Method LANL ER-130 Modified.

ANALYTICAL RESULTS Combined Standard Uncertainty is reported at 1-sigma value.

TRITIUM A representative aliquot of each sample was transferred into a round-bottomed distillation flask and attached to a single stage still. Samples were water equilibrated with Tritium free water. The distilled portion of the middle distillation fraction was transferred to a liquid scintillation vial and scintillation cocktail was added. Samples were then counted by beta liquid scintillation.

Samples demonstrated non-detect equivalent results for Tritium activity. Results for the Tritium method blank demonstrated non-detect equivalent activity. Results for the Tritium replicate demonstrated an acceptable relative percent difference and normalized difference. Results for the Tritium laboratory control sample demonstrated an acceptable percent recovery.

CARBON-14 A representative aliquot of each sample was placed into a 1-liter reaction vessel. A carbonate solution was added. Samples were oxidized using potassium permanganate. Carbon dioxide was evolved and Page 1 of 2

ANALYTICAL RESULTS CONTINUED CARBON-14 continued Carbon-14 was captured into Harvey, Carb-Sorb cocktail. Carbon-14 beta emissions were then determined by beta liquid scintillation using an energy selective region.

Samples demonstrated non-detect equivalent to slightly positive results for Carbon-14 activity. Results for the Carbon-14 method blank demonstrated non-detect equivalent activity. Results for the Carbon-14 replicate demonstrated a high relative percent difference; however, normalized difference is within acceptable limits for the analytical technique. Results for the Carbon-14 laboratory control sample demonstrated an acceptable percent recovery.

GAMMA SPECTROSCOPY Samples for Gamma Spectroscopy analysis were prepared by transferring a known mass/aliquot of each prepared and homogenized sample to a standard geometry container. Samples were counted on High Purity Germanium (HPGe) gamma ray detectors.

Samples demonstrated non-detect equivalent to slightly positive results for all gamma-emitting radionuclides as reported. Results for the method blank demonstrated background or non-detect equivalent activity for all gamma-emitting radionuclides as reported. Results for the Cobalt-60 and Cesium-137 replicate demonstrated a high relative percent difference; however, normalized difference is within acceptable limits for the analytical technique. Results for the Zinc-65 replicate demonstrated an acceptable relative percent difference and normalized difference. Result for the Cobalt-60 and Cesium-137 laboratory control sample demonstrated an acceptable percent recovery.

. This work order contains four solid samples received 11/13/07.

Tritium, Carbon-14 and by Gamma Spectroscopy.

These ýamples were analyzed for CLIENT ID LAB ID 07-11061-04 07-11061-05 CLIENT ID LAB ID CH-2007-11-06-01A CH-2007-11-06-02A CH-2007-11-06-03A CH-2007-11-06-03B 07-11061-06 07-11061-07 ANALYTICAL METHODS Tritium was performed using Method LANL ER-210 Modified. Carbon-14 was performed using EPA Method 520.0 Modified. Gamma Spectroscopy was performed using Method LANL ER-130 Modified.

ANALYTICAL RESULTS Combined Standard Uncertainty is reported at 1-sigma value.

TRITIUM A representative aliquot of each sample was oxidized using a Harvey Oxidizer. Tritium was captured during oxidization in a selective scintillation cocktail. Samples were then counted by beta liquid scintillation.

Samples demonstrated non-detect equivalent to slightly positive results for Tritium activity. Results for the Tritium method blank demonstrated non-detect equivalent activity. Results for the Tritium replicate demonstrated a high relative percent difference and normalized difference. Tritium replicate results are within expected variability for this analytical technique. Due to the volatility of Tritium, samples must be analyzed on an "as received" basis. Due to this condition, some analytical variability occurs for-this analytical technique.

Results for the Tritium laboratory control sample demonstrated an acceptable percent recovery.

CARBON-14 An aliquot from each sample, as received, was high temperature oxidized using a Harvey Oxidizer.

Carbon-14 emissions from the oxidization process were selectively extracted into scintillation cocktail.

Samples were then counted by beta liquid scintillation using energy specific windows to encompass Carbon-14 energies emitted.

ANALYTICAL RESULTS CONTINUED CARBON-14 CONTINUED Samples demonstrated non-detect equivalent to slightly positive results for Carbon-14 activity. Results for the Carbon-14 method blank demonstrated non-detect equivalent activity. Results for the Carbon-14 replicate demonstrated a high relative percent difference and normalized difference. In this case, due to the non-positive nature of this sample, Carbon-14 replicate results are within reason.

Results for the Carbon-14 laboratory control sample demonstrated an acceptable percent recovery.

GAMMA SPECTROSCOPY Samples for Gamma Spectroscopy analysis were prepared by transferring a known mass/aliquot of each prepared and homogenized sample to a standard geometry container.

Samples were counted on High Purity Germanium (HPGe) gamma ray detectors.

Samples demonstrated non-detect equivalent to slightly positive results for Silver-I08m, Silver-i linm, Cobalt-60, Cesium-137, Manganese-54 and Zinc-65 activity.

Samples demonstrated non-detect equivalent results for Europium-l152, Europium-I154, Niobium-94 and Antimony-125 activity. Results for the method blank demonstrated non-detect equivalent activity for all gamma-emitting radionuclides as reported.

Results for the Silver-ilOm and Cesium-137 replicate demonstrated an acceptable relative percent difference and normalized difference. Results for the Cobalt-60 replicate demonstrated a high relative percent difference; however, normalized difference is within acceptable limits for the analytical technique.

Results for the Cobalt-60 and Cesium-137 laboratory control sample demonstrated an acceptable percent recovery.
