Submittal of Revised Fire Protection Report" The purpose of this letter is to clarify the actions being taken to address the commitment listed below which TVA made in Reference 1:

"TVA commits to provide an updated WBN, Unit 1 FPR within four months of the date of this letter."

In lieu of completing this commitment for the Unit 1 Fire Protection Report (FPR), TVA plans to fulfill the commitment made in References 2 and 3 to submit an as-constructed version of the Unit 1/Unit 2 FPR. This version of the FPR will reflect the updated Fire Hazards Analysis for WBN and will be applicable to both units. Once submitted, the Unit 1/Unit 2 FPR will supersede WBN's previous FPR and the commitments made in correspondence related to the FPR previously submitted by TVA. Based on this, the Unit 1/Unit 2 FPR will be baselined to Revision 0 when it is initially issued.

U.S. Nuclear Regulatory Commission Page 2 March 13, 2012 The commitment made in Reference 3 indicated the as-constructed FPR would be submitted by July 1, 2012. However, WBN is currently working to establish an estimated completion schedule for Unit 2 which will be finalized in the near future. This estimate will include a revised schedule for the submittal of the as-constructed FPR.

TVA will communicate the updated schedule for the as-constructed FPR to NRC as soon as it is available.

Currently, Section 1.1.2, "Licensing Basis Documents," of the Unit 1 Updated Final Safety Analysis Report (UFSAR) indicates that the FPR is incorporated by reference into the UFSAR. This is consistent with the following statement from Section 2.1, "Purpose and Scope," of Appendix FF, "Safety Evaluation Watts Bar Nuclear Plant Fire Protection Program," of Supplement Number 18 of NUREG 0847, "Safety Evaluation Report Related to the Operation of Watts Bar Nuclear Plant Units 1 and 2:"

"In its fire protection plan, the applicant has consolidated previous program commitments into a single document. This document is referenced by the Watts Bar Final Safety Analysis Report (FSAR) and will be updated in conjunction with the updates to the FSAR..."

Based on this, future revisions of the Unit 1/Unit 2 FPR will be submitted on a schedule consistent with the requirements of 10 CFR 50.71(e) or as required to support the licensing of Unit 2. In addition, the revisions for either unit will be designated with change indicators as required 10 CFR 50.71 (e)(5).
