SEABROOK STATION, UNIT NO.1 - LICENSING ACTIONS NEEDED FOR THE REFUELING OUTAGE

Dear Mr. Freeman:

The U.S. Nuclear Regulatory Commission (NRC) staff understands that NextEra Energy Seabrook, LLC (NextEra) has decided to change the date of the next refueling outage (RFO) for Seabrook Station, Unit 1 (Seabrook).

The NRC staff is currently working on the following licensing actions for the Seabrook RFO:

1. TAC No. ME7257 - Relief Request (RR) 3IR-1, Steam Generator Main Steam Outlet Nozzle Inside Radius;
2. TAC No. ME7258 - RR 3IR-2, Pressurizer Supports;
3. ME7259 - RR 3IR-3, Use of Performance Demonstration Initiative for Reactor Pressure Vessel Flange-to-Upper Shell Weld;
4. TAC No. ME7537 - Code Case N-729-1; and
5. TAC No. ME7569 Code Case N-716.

For a variety of reasons, the NRC did not see significant budget growth during fiscal year 2012.

In addition, the NRC has devoted significant resources to the actions related to the lessons learned from the Fukushima Dai'ichi nuclear incident. This reality requires the NRC staff to exercise greater self-discipline in the way the NRC manages its licensing resources to achieve its performance goals.

Nonetheless, the NRC staff will endeavor to complete its review of the above licensing actions consistent with the Seabrook RFO schedule. In this vein, the NRC staff would like to be informed if there are any other licensing actions under NRC review that are needed for the Seabrook RFO. In addition, please inform the NRC staff if there are additional licensing actions required for the RFO that have not yet been submitted, and if appropriate, when NextEra plans to submit the additional licensing actions.
