SURRY H Star- Request for Supplemental Information Re: License amendment request dated July 28, 2011 for Surry Units 1 and 2 to incorporate steam generator H* criteria The staff issued a request for additional information (RAI) by letter dated January 18, 2012. Question 15 of that RAI requested a revision to proposed amendment to include a revision to the technical specification limit on primary to secondary leakage from 150 gallons per day to 83 gallons per day, or to provide a regulatory basis for not making this change. In response, the licensee submitted (by letter dated February 14, 2012) a modification to the amendment request which would reduce the technical specification limit on primary to secondary leakage from 150 gallons per day to 83 gallons per day.

The staffs review of the amendment request is nearing completion. As a result of this review, the staff finds that that to the licensees July 28, 2011 submittal appears to contain an adequate regulatory basis for concluding that no change to the current 150 gallon per day technical specification limit is needed to support the proposed H*

criteria. Page 17 of 22 of attachment 1 states that the accident induced leakage limit for Surry Units 1 and 2 is 470 gallons per day. The technical support documents referenced by the amendment request calculate that the primary to secondary leakage during normal operating conditions originating from below the H* distance increases by a factor of 1.8 for the most limiting design basis accident (other than a steam generator tube rupture). Should operational leakage be observed during service, and assuming that it originates from below the H* distance, potential leakage which may be induced by the most limiting design basis accident would be 1.8 x 150 gallons per day, or 270 gallons per day which is less that the accident induced leak rate limit of 470 gallons per day. Thus, it appears that the current technical specification limit is adequate to ensure that operational leakage originating from below the H* distance will not exceed the accident induced leakage limit in the event of a hypothetical design basis accident (other than steam generator tube rupture).

Considering the information above, the NRC staff is requesting supplemental information regarding you answer to Question 15 of the RAI dated February 14, 2012. (ADAMs Accession number ML12048A676) as you deem appropriate.
