Dear Chairman Jaczko:
In 1982, Southern California Edison announced its emergency response plan for the San Onofre Nuclear Generating Station calling for evacuation of the population within a 10-mile radius of the station. Laguna Beach was given the status of a "shelter area," which means Laguna is expected to "shelter in place" while residents within the 10-mile radius are evacuated. Laguna Beach was never consulted.
Our 1982 City Council adopted Resolution No. 82.44 expressing concerns related to the adequacy of the plan. A major concern expressed was (and is) the carrying capacity of the evacuation routes. Enclosed is a copy of Resolution No. 82.44.
On February 7, 2012, the Laguna Beach City Council held a public hearing to receive input on issues related to the San Onofre Nuclear Generating Station (SONGS). This hearing was prompted by the recent disasters at the Fukushima Daiichi Nuclear Power Plant in Japan and ongoing concerns related to the safety of SONGS.
During the hearing, members of the community and the City Council expressed concerns related to the safety of SONGS from seismic activity, tsunamis, and failures due to the age of the infrastructure. Concerns were also raised regarding the on-site storage of more than 4,000 tons of high-level radioactive waste and the lack of a Federal alternative for safe storage of this material which was to be in place by 1998. The City is also aware that the City of San Clemente has joined U.S. Senators Barbara Boxer and Diane Feinstein in expressing concerns regarding the safety of SONGS.
On behalf of the City of Laguna Beach, our City Council shares the concerns of U.S. Senators Boxer and Feinstein and the City of San Clemente regarding San Onofre Nuclear Generating Station. Laguna Beach is asking that the U.S. Nuclear Regulatory Commission carefully review the safety of the SONGS facility as part of the license renewal process. The Nuclear Regulatory Commission also needs to take an active role. in the establishment of an 505 FOREST AVE.
