CAL for NAPS The biggest difference between where we are with North Anna and the Ft Calhoun or Oconee CAL is both FC and Oconee already had plans submitted to the NRC, which the CAL was confirming action. Dominion discussed their proposed plan at the public meeting last week, but have not submitted a restart plan. They cannot start up prior to NRC approval because of the following, which was included in one of their Part 72 notifications:
"nuclear power plant being in an unanalyzed condition that significantly degrades plant safety."
I don't think we are in Order space as that usually starts with a violation or some willful act. If they proceed towards start up, then we will have to issue a shutdown order, but at this time they are proceeding with inspections and tests as required.
Do we know if a formal start up plan will be submitted any time soon?
