SOUTH TEXAS PROJECT, UNITS 1 AND 2 - REVIEVV OF PHYSICAL SECURITY PLAN, TRAINING AND QUALIFICATION PLAN, AND SAFEGUARDS CONTINGENCY PLAN, REVISION 12 (TAC NOS. ME7898 AND ME7899)

Dear Mr. Halpin:

By letter dated January 4,2012 (Agencywide Documents Access and Management System Accession No. Ml12006A212), STP Nuclear Operating Company (the licensee) submitted the STP Physical Security Plan, Training and Qualification Plan, and Safeguards Contingency Plan, Revision 12, for South Texas Project (STP), Units 1 and 2, in accordance with paragraph 50.54(p)(2) of Title 10 of the Code of Federal Regulations (10 CFR). Attachments 1 and 2 to the letter dated January 4, 2012, contained safeguards information and have been withheld from the public disclosure. The licensee indicated that the chal1ges to the plan do not decrease the safeguards effectiveness of the plan.

The U.S. Nuclear Regulatory Commission (NRC) staff has reviewed the information provided by the licensee and determined that the additional information identified in the enclosure to this letter is needed in order for the NRC staff to complete its review. You are requested to provide your response within 30 days from the date of this letter.

Request for Additional Information The language provided in the Physical Security Plan does not provide a clear description of illumination at STP, Units 1 and 2, as required by 10 CFR 73.55(i)(6)(i)-(iii). You are requested to provide the following information:

1. Please describe how each lighting method employed at STP, Units 1 and 2, meets the requirements of 10 CFR 73.55(i)(6)(i) and (ii).

2. Please describe the use of any associated alternative technology for each lighting method employed at STP, Units1 and 2, that meets the requirements of 10 CFR 73.55(i)(6)(i) and Oi).
