RE: Request for Meeting Joe, Ive discussed your request with the NRC staff, and the staff will not entertain a request for a meeting on TVAs degraded voltage issues until after the CDBI report is issued. Then, if there are issues, we can meet with TVA and resolve them in accordance with our established processes. Having a meeting during the CDBI, to discuss issues that are the subject of current inspection activities or that may be of generic concern, is outside of NRC process.

Fred, TVA is requesting an opportunity to meet with NRC staff, and management, on the subject of degraded voltage protection, particularly as it applies to Watts Bar Nuclear Plant. As we discussed in a teleconference this morning, TVA is attempting to resolve open issues with regard to degraded voltage protection on several TVA units, including appropriate corrective actions taken in response to non-cited violations for Watts Bar Unit 1 (and Sequoyah) and licensing open items associated with Watts Bar Unit 2. TVA proposes to discuss with NRC staff, and management, the approach it has taken for ensuring compliance at Watts Bar with relevant regulatory requirements associated with degraded voltage protection and the associated clarifying information in RIS 2011-12.

TVA is specifically seeks this meeting as a matter of efficiency given that it affects multiple TVA sites and units which have had the matter addressed in multiple regulatory processes.

TVA proposes to meet February 20, 22 or 23 at NRC Headquarters at a time of NRCs convenience.
