1 DOCKETED USNRC January 13, 2012 (10:15 am)

OFFICE OF SECRETARY RULEMAKINGS AND ADJUDICATIONS STAFF Nuclear Crystal River My name is Alice Gridley. I am a retiree and live in southwest Gainesville FL -just 50 miles north of here. J ta

Thank you for holding this hearing. It is important, not just for our area, but for the G future of Florida.

I will not be talking about

  • the cost of nuclear - construction, operating, fixing mistakes and eventual attempts to clean up.

long-range health problems from radioactive leaks,

  • impact to wetlands,
  • the unbelievable risk to our water supply - the water table is just beneath the site.

,L AFd/L/2

  • the known risk from major storms and flooding, such as a Category 5 hurricane or a 33' storm surge

" the concern for climate change incidents increasing in frequency and power

" or the fact that the main electric lines go south toward Tampa, leaving us with all the risks and no benefit.

I will comment on Progress Energy's management.

Contrary to their own Crystal River Nuclear Plant Safety Information document (dated 2006-2007) where they call themselves,

'Environmental Partners,' they say quote:

Based on the decision that Progress Energy management made in 2009 to self-manage the opening into the containment building, Progress Energy did not take that commitment seriously enough.

In an ill-fated attempt to save their company

$15 Million, management put Progress Energy's profit ahead of public safety.

" Panel 3 broke in October 2009.

Panel 5 broke in March - after Progress repaired panel 3.

" Panel I broke in July - while Progress tried to figure out how to repair panel 5.

Insurance may cover up to $2.25B of the $2.5B mistake, but this for-profit company is counting on the public to pay for 25% of the cost of their mistake, $625 M.

And, this was not the only mistake.

The Union of Concerned Scientists reported "Out of the. 14 of what the UCS refers to as

'near-misses,' 4 of them took place in plants owned and operated by Progress Energy.. (the scientists advocate investigating and clarifying) "... whether the demand for profit interferes with public safety."

  • I hope Progress Energy's focus on their own profit over public safety

Dear Neighbor,

Our first commitment to our Nature Coast neighbors is to operate the Crystal River Nuclear Plant safely. We take this commitment very seriously,..."

makes you as uncomfortable as it does me.

Thank you for listening.
