REQUESTS FOR ADDITIONAL INFORMATION LICENSE RENEWAL APPLICATION JUNE 29, 2011 The U.S. Nuclear Regulatory Commission (NRC or the staff) and representatives of FirstEnergy Nuclear Operating Company (FENOC or the Applicant) held a telephone conference call on June 29, 2011, to discuss and clarify the following responses to requests for additional information (RAIs) concerning the license renewal application (LRA).

Response to RAI B.2.4-4 Discussion:

The NRC staff stated that LRA Tables 3.2.2-1, 3.2.2-3, 3.2.2-4, 3.3.2-5, 3.3.2-7, 3.3.2-8, 3.3.2-11, 3.3.2-14, 3.3.2-16, 3.3.2-18, 3.3.2-23, 3.3.2-24, 3.3.2-25, 3.3.2-26, 3.3.2-31, 3.4.2-1 include AMR line items for both loss of material and for cracking in stainless steel bolts exposed to air with steam or water leakage (external) managed by the Bolting Integrity Program. In these same tables, a third related AMR line item exists for loss of preload in stainless steel bolts exposed to air-indoor uncontrolled (external).

Based on the response to RAI B.2.4-4 (6/24/11), it appears that the bolts described in the 3 coupled line items are the same components, and thus all expected aging effects (Loss of material, cracking, loss of preload) are accounted for, however it is not clear as a result of the different environments listed for these line items in the LRA. If all 3 coupled line items described the same component, then why are different environments used?

Another possibility is that the 3 coupled line items describe components with some but not complete overlap, where certain bolts are managed for LOM, cracking and LOP, and others are only managed for LOP. If this were the case, then additional clarification or LRA updates would still be needed since LOM is still an expected aging effect for stainless steel bolting in an air-indoor uncontrolled (external) environment (see GALL item V.E.EP-70).

The FENOC staff explained the tables to the NRC staff by going over line items in specific tables and providing a detailed explanation of the AMR results and the subsequent AMR row assignments for stainless steel bolting. As noted by FENOC, the stainless steel bolting AMR results including the AMR row assignments are consistent with NRC guidelines. The NRC staff stated they were satisfied with the explanation.

REQUESTS FOR ADDITIONAL INFORMATION LICENSE RENEWAL APPLICATION AUGUST 22, 2011 The U.S. Nuclear Regulatory Commission (NRC or the staff) and representatives of FirstEnergy Nuclear Operating Company (FENOC or the applicant) held a telephone conference call on August 22, 2011, to discuss and clarify the following response to requests for additional information (RAIs) concerning the license renewal application (LRA).

Response to RAI 3.2.2.2.3.6-2 Discussion:

LRA Table 3.2.2-2, row 20 stainless steel piping components exposed to moist air are being managed for cracking by the One-Time Inspection Program. The AMR items cite generic note H. The AMR item also cites plant-specific note 0202, which states that the One-Time Inspection is being used to confirm the absence of aging effects or that aging is slow acting so as to not affect the subject component's intended function during the period of extended operation.

By letter dated May 2, 2011, the staff issued RAI 3.2.2.1.26-1 requesting that the applicant justify its use of the One-Time Inspection Program for managing these aging effects. In its response of June 3 the applicant stated that this item was deleted. However, the staff noted there was no evidence of this in the applicant letter dated May 24, 2011.

On this item there is no resolution if a proper periodic program will be used above the air water interface to manage this aging. RAI 3.2.2.2.3.6-2, was issued requesting resolution of this component in the Containment Spray System.

In its response dated August 13, 2011, the applicant did not state for Table 3.2.2-2, row 20, stainless steel piping in moist air (internal) exposed to cracking Containment Spray System, whether that item was a) retained in the One-Time Inspection program, b) documented for deletion or c) updated with an aging management program.

The staff finds the applicants response not acceptable because the resolution concerning this line item is incomplete.

FENOC responded by stating that FENOC will provide a supplement to its response and the supplement will change the inspection from the One-Time Inspection program to the Miscellaneous Internals program. The supplemental response will be sent out by Friday, August 26, 2011. The NRC staff agreed and had no further questions.

Response to the Supplemental Response - One-Time Inspection Methods Discussion:

Enclosure 2

The staff stated that Section A.1.30 is not in the enclosure and the teleconference in which this issue was discussed was held on 8/2/2011. The staff will like to clarify the reason why section A.1.30 wasnt amended and to clarify the date in which the teleconference was held.

FENOC stated that License Renewal Application Section A.1.30 was inadvertently listed in the response, but that Section A.1.30 did not need to be revised to include the table that was added to Section B.2.30 in the August 17, 2011, letter Enclosure. Section A.1.30 will be removed from the response and the corrected teleconference date of August 2, 2011, would be provided in a supplemental response that will be sent out by August 26, 2011. The NRC staff agreed and had no further questions.

There was no further discussion, and the call was concluded.
