NORTH ANNA POWER STATION UNITS 1 AND 2 NRC BULLETIN 2011-01 MITIGATING STRATEGIES RESPONSE TO REQUEST FOR ADDITIONAL INFORMATION On May 11, 2011, the U.S. Nuclear Regulatory Commission (NRC) issued Bulletin 2011-01, "Mitigating Strategies". The Bulletin required two separate licensee submittals as follows: 1) a 30-day response to confirm continued compliance with 10 CFR 50.54(hh)(2), and 2) a 60-day response to provide requested information associated with mitigation strategies programs for 10 CFR 50.54(hh)(2). The Dominion 30-day and 60-day responses for North Anna Power Station (NAPS) Units 1 and 2 were submitted to the NRC on June 7, 2011 (Serial No. 11-290C) and July 11, 2011 (Serial No.

11-290G), respectively.

By letter dated November 17, 2011 the NRC requested additional information regarding the NAPS 60-day response associated with the maintenance or testing of monitor nozzles, spray nozzles, or similar devices to ensure that they will be functional when needed. The requested information is provided in the attachment.

The Bulletin required two separate licensee submittals in response to the Bulletin as follows: 1) a 30-day response to confirm continued compliance with 10 CFR 50.54(hh)(2), and 2) a 60-day response to provide requested information associated with mitigation strategies programs for 10 CFR 50.54(hh)(2).

The Dominion 30-day and 60-day responses for North Anna Power Station (NAPS)

Units 1 and 2 were submitted to the NRC on June 7, 2011 (Serial No. 11-290C) and July 11, 2011 (Serial No. 11-290G), respectively. By letter dated November 17, 2011 the NRC requested additional information.

The NRC's question and Dominion's response is provided below.

NRC Question Describe in detail the maintenance or testing of monitor nozzles, spray nozzles, or similar devices to ensure that they will be functional when needed.

The bulletin requested that each licensee describe in detail the maintenance and testing on equipment procured to support the mitigating strategies to ensure that it will be functional when needed. In the context of the mitigating strategies, these devices are commonly used for firefighting, spent fuel pool spray strategies, and as a means to reduce the magnitude of fission product releases. The Nuclear Regulatory Commission staff could not determine if you performed activities to ensure that these devices will be functional when needed.

Dominion Response The oscillating monitor nozzles discussed in the North Anna 60-day bulletin response are staged on the fire hose trailer, which is stored in an onsite warehouse that is locked during off-normal hours. The equipment is verified as available, accessible, and in good condition on a three year frequency. The oscillating monitor nozzles were tested upon initial receipt, and the station fire brigade was trained on their use. The oscillating monitor nozzles were also used to perform a spray pattern validation over a simulated spent fuel pool (SFP) area to ensure the SFP Spray Mitigating Strategy could be implemented as written.
