In your supplement application with the proposed TS changes, the licensee should include a discussion containing an explanation and justification for the new/revised TS Conditions and each Required Action and associated Completion Time. We also expect clear discussion regarding the availability of airflow during replacement of HEPA filter bank and/or charcoal adsorbers.

TS-474 CREVS LAR Based on 7/26/11 telecon, TVA proposes the following changes to BFN TS 3.7.3.
Condition C will be revised to cover a condition when both CREV subsystems are inoperable due to an inoperable HEPA filter. The associated Required Action C.1 will be revised to verify CREVS air flow is within the acceptable range with a completion time of immediately. The associated Required Action C.2 will be added to restore the HEPA Filter to OPERABLE status with a completion time of 7 days.
Condition D will be added to cover a condition when one or more CREV subsystems are inoperable due to an inoperable charcoal adsorber. The associated Required Action D.1 will be added to verify CREVS air flow is within the acceptable range with a completion time of immediately. The associated Required Action D.2 will be added to restore the charcoal adsorber to OPERABLE status with a completion time of 14 days.
The HEPA Filters and the charcoal adsorbers are not credited in any of BFNs Control Room Dose Analysis.
However, Control Room Envelop (CRE) airflow requirements have not changed. The proposed changes would provide additional Completion Time for conditions were the HEPA Filter or the charcoal adsorbers are inoperable for any condition which DOES NOT affect the CRE Air Flow requirements. Any condition associated with the HEPA Filter that DOES affect CRE Air Flow requirements will require the system to be declared inoperable and immediate entry into Condition E (currently condition C or condition D in the current LAR package). Any condition associated with the charcoal adsorbers that DOES affect CRE Air Flow requirements will require the subsystem to be declared inoperable under Condition A and the Condition A required actions and completion times would apply.
