GRAND GULF NUCLEAR STATION LICENSE RENEWAL ENVIRONMENTAL REVIEW

Dear Mr. Boggan:

The U.S. Nuclear Regulatory Commission (NRC) is conducting an environmental review of the effects of renewing the operating license for Grand Gulf Nuclear Station, Unit 1 (Grand Gulf).

Grand Gulf is located in Claiborne County, Mississippi approximately 25 miles south of Vicksburg, Mississippi and is operated by Entergy Operations, Inc. (Entergy). The application for renewal was submitted by Entergy in a letter dated October 28, 2011, pursuant to Title 10 of the Code of Federal Regulations (10 CFR) Part 54.

The NRC has established that, as part of the review of any nuclear power plant license renewal action, a site-specific Supplemental Environmental Impact Statement (SEIS) to its "Generic Environmental Impact Statement for License Renewal of Nuclear Plants," NUREG-1437, will be prepared under the provisions of 10 CFR Part 51, the NRC's regulation that implements the National Environmental Policy Act of 1969 (NEPA). In accordance with 36 CFR 800.8(c), the NRC will comply with the obligations required under Section 106 of the National Historic Preservation Act of 1966, as amended, (NHPA) through its NEPA process. The final SEIS will include analyses of pertinent environmental issues, and in accordance with 36 CFR 800.8(c),

analyses of potential impact to historic properties and other cultural resources.

In the context of NHPA, the NRC has determined that the area of potential effects (APE) for the license renewal action is the area of the power plant site, transmission lines, and immediate environs that may be impaded by routine maintenance and operations activities involving ground disturbance. This determination is made irrespective of ownership or control of the lands of interest.

The NRC plans to hold two public license renewal overview and environmental scoping meetings on January 31, 2012. The first session will be held in the afternoon, and an identical session will be held later that evening. Both sessions will be held at the Port Gibson City Hall, 1005 College Street, Port Gibson, MS 39150. The afternoon session will be from 2:00 PM to 3:30 PM, and the evening session will be from 7:00 PM to 8:30 PM. In addition, the NRC plans to hold a one hour open house prior to each meeting to answer public questions. You and your staff are Invited to attend the public meetings and open houses. Your office will receive a copy of the draft SEIS along with a request for comments. The anticipated publication date for the draft SEIS is December 2012.
