SUMMARY

OF OCTOBER 14, 2011, LICENSE AMENDMENT REQUEST (LAR) N0. 10 PRE-APPLICATION MEETING WITH CALVERT CLIFFS NUCLEAR POWER PLANT, LLC (TAC NO. L24576)

PURPOSE:

This was a category 1 public meeting between Calvert Cliffs Nuclear Power Plant (CCNPP),

staff, U.S. Nuclear Regulatory Commission (NRC) staff, and stakeholders, to discuss the proposed Calvert Cliffs Site Specific Independent Spent Fuel Storage Installation (ISFSI) LAR No. 10.

MEETING

SUMMARY

The meeting took place on October 14, 2011, from 1:00 p.m. to 3:00 p.m., at the NRCs Executive Boulevard Building in Rockville, Maryland. Attendees included CCNPP staff, Transnuclear (TN) staff, and NRCs Division of Spent Fuel Storage and Transportation (SFST) staff. An attendance list is enclosed (Enclosure 1). The meeting began with introductory remarks by SFST staff and CCNPP. CCNPP staff presented the status of the ISFSI at Calvert Cliffs, and the changes requested in LAR No.10. Details of the proposed application are enclosed (Enclosure 2).

CCNPP staff explained the main reasons for the Amendment Request are to provide the following:

1. Utilize a dry storage canister (DSC) with a higher heat rejection capability. This new canister is identified as a NUHOMS - 32PHB DSC.
2. Use a transfer cask with higher heat rejection capability with an option for air circulation,
3. Use a horizontal storage module (HSM) with a higher heat rejection capability and superior shielding performance. This storage module is identified as a NUHOMS HSM-HB, and
4. To support storage to end of plant licensed life, an additional licensed quantity of U-235 amount in the license will be requested.

CCNPP staff discussed design details of the NUHOMS - 32PHB DSC, and stated that they were similar to the previously approved NUHOMS-32PTH1, and NUHOMS-32PTH DSCs submitted as part of Certificate of Compliance (CoC) - 1004 and CoC - 1030 respectively. The current transfer cask used at Calvert Cliffs will be modified to allow for forced air circulation when using the NUHOMS - 32PHB DSC. Additionally, Calvert Cliffs will be switching to the Wheelift heavy load transporter successfully proven at other facilities.

New HSMs similar to the HSM-H design previously approved in CoCs - 1004 and 1030 will be fabricated, but dose reduction inserts will be added to the inlet vents. In order to support the storage requirements of an additional 20 years of plant operation, 60 additional HSMs will be fabricated, which is 12 more than currently licensed.

Proposed Technical Specifications (TS) changes will be as follows:

License Changes

- Section 6 - Increase fuel enrichment.

- Section 8 - Increase U-235 amount possessed under this license.

- Section 16 - Add updated acceptance standards for bottom weld testing.

Section 2

- 2.1 - New gamma and neutron source terms.

Section 3.1

- 3.1.1(2) - Add increased fuel enrichment.

- 3.1.1(3) - Add increased fuel assembly maximum average burnup.

- 3.1.1(5) - Add new zoned maximum heat generation rates.

- 3.1.1(6) - Add new fuel assembly cooling times to the Updated Safety Analysis Report.

- 3.1.1(7) - Add new fuel assembly weight.

Section 3.2

- 3.2.2.1 - Add updated acceptance standards for top weld testing.

- 3.2.2.2 - Add leakage criteria for new DSC.

Section 3.3

- 3.3.2.1 - New TS to add time limits for DSC transfer operations.

- 3.3.3.1 - New TS to add time limits for DSC water blowdown with nitrogen.

Section 3.4

- 3.4.1.1 - Add temperature rise for new HSMs.

Section 5

- 5.2 - Add new minimum B10 areal density for NUHOMS-32PHB poison plates.

Section 6 Change maximum allowable enrichment from 4.5 wt% U-235 to 5.0 wt% U-235.

- Matches 10 CFR Part 50 TS limits.

- Consistent with change for TS 3.1.1(2).

SFST staff provided comments on the aspects of the application to avoid potential request for supplemental information during the acceptance review process. Additional technical and administrative details of the application were discussed with CCNPP and TN staff.

The CCNPP proposed review schedule appears to be consistent with current SFST guidelines for an LAR this complex. The NRC staff stated that in order to maintain the review on track it will be essential that all lead and backup CCNPP and TN staff be identified as soon as possible.

As soon as SFST staff is assigned, contact information will be provided to CCNPP and TN.

The staff did not make any regulatory commitments at the meeting.
