By letter L-2010-259 dated November 22, 2010 [Reference 1], Florida Power & Light Company (FPL) requested to amend Renewed Facility Operating License No. DPR-67 and revise the St. Lucie Unit 1 Technical Specifications (TS). The proposed amendment will increase the unit's licensed core thermal power level from 2700 megawatts thermal (MWt) to 3020 MWt and revise the Renewed Facility Operating License and TS to support operation at this increased core thermal power level. This represents an approximate increase of 11.85% and is therefore considered an Extended Power Uprate (EPU).

By emails from the NRC Project Manager dated August 23, 2011 [Reference 2], and September 6, 2011 [Reference 3], additional information was requested by the NRC staff in the Reactor Systems Branch (SRXB) to support their review of the EPU LAR. The request for additional information (RAI) submitted via Reference 2 identified thirty-two (32) questions and Reference 3 identified 5 questions. This letter submits responses to the set of RAIs that pertain to Large Break Loss of Coolant Accidents (LBLOCA). This includes RAI SRXB-41 which is part of Reference 2, and RAIs SRXB-48 through 51 which are included as part of Reference 3. FPL will provide a response to SRXB 47, which is also included as part of Reference 3, in a future transmittal.

St. Lucie Unit 1 L-2011-418 Docket No. 50-335 Page 2 of 2 Response to these RAIs is provided in Attachment 1 to this letter. Attachment 1 contains Areva proprietary information. Attachment 2 contains the Areva Proprietary Information Affidavit which expresses Areva's request to withhold the proprietary information contained in Attachment 1 from public disclosure. The Affidavit, signed by Areva as the owner of the information, sets forth the basis for which the information may be withheld from public disclosure by the Commission and addresses with specificity the considerations listed inparagraph (b)(4) of § 2.390 of the Commission's regulations.

Accordingly, it is respectfully requested that the information contained in Attachment 1 which is proprietary to Areva be withheld from public disclosure in accordance with 10 CFR 2.390. Attachment 3 is the fully non-proprietary version of the responses provided in Attachment 1.

In accordance with 10 CFR 50.91 (b)(1), a copy of this letter is being forwarded to the designated State of Florida official.

This submittal does not alter the significant hazards consideration or environmental assessment previously submitted by FPL letter L-2010-259 [Reference 1].

This submittal contains no new commitments and no revisions to existing commitments.

My name is Gayle F. Elliott. I am Manager, Product Licensing, for AREVA NP Inc. (AREVA NP) and as such I am authorized to execute this Affidavit.

2.

I am familiar with the criteria applied by AREVA NP to determine whether certain AREVA NP information is proprietary. I am familiar with the policies established by AREVA NP to ensure the proper application of these criteria.

3.

I am familiar with the AREVA NP information contained in the report ANP-2903Q1(P), Revision 0, "St. Lucie Nuclear Plant Unit 1 EPU Cycle, Realistic Large Break LOCA Summary Report with Zr-4 Fuel Cladding," dated September 2011 and referred to herein as "Document." Information contained in this Document has been classified by AREVA NP as proprietary in accordance with the policies established by AREVA NP for the control and protection of proprietary and confidential information.

This Document contains information of a proprietary and confidential nature and is of the type customarily held in confidence by AREVA NP and not made available to the public. Based on my experience, I am aware that other companies regard information of the kind contained in this Document as proprietary and confidential.

This Document has been made available to the U.S. Nuclear Regulatory Commission in confidence with the request that the information contained in this Document be withheld from public disclosure. The request for withholding of proprietary information is made in

accordance with 10 CFR 2.390. The information for which withholding from disclosure is requested qualifies under 10 CFR 2.390(a)(4) "Trade secrets and commercial or financial information."

The following criteria are customarily applied by AREVA NP to determine whether information should be classified as proprietary:

(a)

The information reveals details of AREVA NP's research and development plans and programs or their results.

(b)

Use of the information by a competitor would permit the competitor to significantly reduce its expenditures, in time or resources, to design, produce, or market a similar product or service.

(c)

The information includes test data or analytical techniques concerning a process, methodology, or component, the application of which results in a competitive advantage for AREVA NP.

(d)

The information reveals certain distinguishing aspects of a process, methodology, or component, the exclusive use of which provides a competitive advantage for AREVA NP in product optimization or marketability.

(e)

The information is vital to a competitive advantage held by AREVA NP, would be helpful to competitors to AREVA NP, and would likely cause substantial harm to the competitive position of AREVA NP.

The information in the Document is considered proprietary for the reasons set forth in paragraphs 6(b) and 6(c) above.

In accordance with AREVA NP's policies governing the protection and control of information, proprietary information contained in this Document have been made available, on a limited basis, to others outside AREVA NP only as required and under suitable agreement providing for nondisclosure and limited use of the information.

8.

AREVA NP policy requires that proprietary information be kept in a secured file or area and distributed on a need-to-know basis.
