Dear Mr. Collins:
The NRC's Mid-Cycle Assessment letter to Southern California Edison (SCE), dated September 1, 2011 (Reference 1), requested SCE notify the NRC when the San Onofre Nuclear Generating Station (SONGS) is ready for the NRC to assess the effectiveness of actions to address the substantive cross-cutting issue (SCCI) in the area of Human Performance. SCE has reviewed the effectiveness of corrective actions to address the theme of conservative assumptions in decision-making H.1(b) and has determined the actions have resulted in sustained and measurable performance improvement. SCE is ready for the NRC to inspect the SCCI in human performance supported by the theme of conservative assumptions in decision-making
H.1(b). To minimize the impact on scheduled activities for both the NRC and SONGS, SCE proposes conducting the inspection the week of December 12-16, 2011.
