Palo Verde Nuclear Generating Station (PVNGS)

Units 1, 2, and 3 Docket Nos. STN 50-528, 50-529, and 50-530 Enhancement to License Renewal Commitment for Buried Tanks Inspections During the review of the PVNGS, Units 1, 2, and 3 license renewal application (LRA) by the U.S. Nuclear Regulatory Commission (NRC) staff, Arizona Public Service Company (APS) made commitments related to aging management programs to manage aging effects for structures, systems and components. Following the issuance of the PVNGS renewed operating licenses on April 21, 2011, the license renewal commitments were incorporated along with the LRA Updated Final Safety Analysis Report (UFSAR) supplement into a new Chapter 19 of the PVNGS UFSAR. The license renewal commitments are listed in UFSAR Table 19.5-1.

The purpose of this letter is to notify the NRC of an enhancement to the license renewal commitment for the inspection of buried tanks. Commitment No. 20 in UFSAR Table 19.5-1, License Renewal Commitments, and UFSAR 19.1.18, Buried Piping and Tanks Inspection, are enhanced to inclkde the following:

Upon entering the period of extended operation a planned inspection [of buried tanks] within ten years will be required unless an opportunistic inspection has occurred within this ten year period.

This enhancement will restore an inspection commitment that was inadvertently removed when the commitment was modified to include additional buried piping inspections in LRA Amendment No. 17 submitted to the NRC in APS letter no. 102-06205, dated June 21, 2010. This enhancement is consistent with the guidance in NUREG-1 801, Generic Aging Lessons Learned (GALL) Report, Revision 1, the revision in effect when the PVNGS LRA was reviewed by the NRC.
