UNITED STATES NUCLEAR REGULATORY COMMISSION NORTHERN STATES POWER COMPANY MONTICELLO NUCLEAR GENERATING PLANT Docket No. 50-263 REQUEST FOR AMENDMENT TO OPERATING LICENSE NO. DPR-22 (Revision No. 1 to License Amendment Request Dated February 6, 1981)
Northern States Power Company, a Minnesota corporation, requests authorization for changes to the Technical Specifications as shown on the attachments labeled Exhibit A and Exhibit B, and Exhibit C. Exhibit A describes the proposed changes,along with reasons for the change.Exhibit B is a set of Technical Specification pages incorporating the proposed changes.
Exhibit C is the Supplemental Reload Licensing submittal for Cycle 9 revision No. 1.
This request contains no restricted or other defense information.

Exhibit A Monticello Nuclear Generating Plant Revision No 1 to License Amendment Request -
Dated February 6, 1981 Proposed Changes to the Technical Specifications Appendix A of Operating License DPR-22 Pursuant to 10 CFR 50.59 and 50.90, the holders of Operating License DPR-22 hereby propose the following changes to Appendix A, Technical Specification:
- 1. Page 26, Section 3.1.A; Page 89 and 90, Bases for 3.3/4.3 paragraph C Proposed Change Change the allowed time between a channel sensing a trip condition and the de-energization of the scram pilot valve solenoids from 0.10 seconds to 50 milliseconds.
Reason for Change This change will make the Technical Specifications consistent with the assumptions used in the analysis (IE Circular No. 80-08 BWR Technical Specification Inconsistency -
RPS Response Time referred to this item).
Safety Evaluation This is a change in the more conservative direction and will make the Technical Specifications consistent with the analysis.
- 2. Page 213 Section 3.1l.C, Minimum Critical Power Ratio (MCPR)
Proposed Change Change the MCPR's in paragraph 3.1l.C.1 and those referenced by paragraph 3.11.C.1 at the bottom of the page as shown in Exhibit B.
Reason for Change The shortening of Cycle 8 required a new analysis of Cycle 9 Limits. Also, the option A limits were recalculated using the NRC method rather than a more conservative GE method.
Safety Evaluation The new MCPR limits are determined from page 4, item 11 Exhibit C (Supple mental Reload Licensing Submittal for Monticello Nuclear Generating Plant Reload 8 [Cycle 9] revision 1).
- 3. Page 214, Table 3.11.1, Maximum Average Planar Linear Heat Generating Rate (MAPLHGR)
Proposed Change Add new MAPLHGR's as shown in Exhibit B which include a penalty for burnups of 30,000 MWD/st and larger.
Reason for Change The NRC Staff has requested a burnup penalty be applied to higher burnups due to new tests involving fission product gases.
Some relief was derived from the fact that the previousl submitted MAPLHGR's were associated with PCT'S less then 2200 F.
Safety Evaluation This was a NRC Staff request for more conversative MAPLHGR's.
