CHANGES TO COMMITMENTS MADE TO THE NUCLEAR REGULATORY COMMISSION Calvert Cliffs has changed the following commitments made to the Nuclear Regulatory Commission:
Commitment:
Entry Conditions include loss of plant monitoring capability (Control Room damage) or loss of AC and DC power distribution.
Initial response actions:
Implement 10 CFR 50.54(x)
Classify event with notifications Ensure the reactor is shutdown by opening the reactor trip breakers Manually trip the main turbine Initiate auxiliary feedwater (AFW) locally Reduce Reactor Coolant System (RCS) inventory loss (isolate letdown, controlled bleed off, RCS sampling and ensure reactor coolant pumps are de-energized)
Control steam generator (SG) pressure with atmospheric dump valves Maintain stable plant conditions (monitor SG levels and pressures, maintain AFW suction supplies, etc.).
Change:

Justification:
Using the applicable basic assumptions when developing the initial response Extreme Damage Mitigation Guidelines from Nuclear Energy Institute (NEI) 06-12, B.5.b Phase 2 and 3 Submittal Guideline, below:
Loss of access to the Control Room Loss of any equipment/supplies normally located in the Control Room and/or the building housing the Control Room Loss of access to the building containing the Control Room Loss of AC and DC power required for operation of plant systems (i.e., both IE and non-1E sources)
Prior to the event, the plant systems are in a nominal configuration with the reactor at 100% power NEI 06-12 also states, "The purpose of the above assumptions is to frame the problem. If one of these beyond design basis events ever occurs, the plant staff and the equipment will respond (both operationally and systemically) to the best of their/its ability.

CHANGES TO COMMITMENTS MADE TO THE NUCLEAR REGULATORY COMMISSION Using the NEI guidance above, the actions listed to Reduce RCS Inventory loss would automatically occur at Calvert Cliffs Nuclear Power Plant with the loss of all AC and DC power as part of plant design. These actions therefore are not initial response actions taken by Operators since the action will have been accomplished by the plant response.
These actions cannot be logically inserted in the Extreme Damage Mitigation Guideline procedure.
Commitment:
The radiological monitoring program will include:
"Two pressurized ionization chambers (PICs) will be placed at the northeast and southwest comers of the storage facility... and one PIC... (at the Camp Conoy vegetable garden)."
Change:
Remove all references to PICs.
Justification:
The PICs measure dose.
Dose is also measured by thermoluminescent dosimeters (TLDs) at the same locations. The TLDs are a more reliable method of measuring dose and the PICs are redundant.
Across the industry TLDs are used to measure environmental dose at Independent Spent Fuel Storage Installations.
