Docket Nos. 50-361 and 50-362 Support for NRC Review of Lockheed Martin NuPAC Safety System Topical Report San Onofre Nuclear Generating Station, Units 2 and 3
Dear Sir or Madam :
Southern California Edison (SCE) is planning the staged replacement of several safety-related instrumentation and control systems at the San Onofre Nuclear Generating Station for Units 2 and 3. The systems include the Core Protection Calculators (CPC's),
the Plant Protection System (PPS) and Emergency Diesel Generator Controls.
Preliminary scheduling has SCE starting work on detailed designs in 2013.
Southern California Edison is striving to ensure that these systems will be replaced with the safest available technology with high reliability and availability. SCE is considering using the Lockheed Martin NuPAC FPGA (Field Programmable Gate Array) based,
distributed logic platform. This platform is being considered due to its simplistic non-processor based architecture and its unique methodologies for meeting the requirements for diversity, defense-in-depth, and addressing software single mode failure concerns.
Lockheed Martin has submitted a Topical Report (TR) for this system to the NRC (Document Control No.: NS-LTA-2011-00022 dated June 28,2011, ADAMS Accession # ML11201A323) for review and issuance of a SE (Safety Evaluation). SeE plans on using a platform that has an approved SE in order to allow for efficiencies and minimize the time for LAR review of these upgrades. Therefore, SCE requests that the NRC consider the planned SCE use of an NRC approved TR for the Lockheed Martin NuPAC safety system in the determination of the priority for the NRC review of digital platform TRs. This will allow SCE to have an approved platform for consideration in the late 2012 / early 2013 time period.
