Subject:

Duke Energy Carolinas, LLC Oconee Nuclear Station, Units 1, 2, and 3 Docket Numbers 50-269, 50-270, and 50-287 Reactor Vessel Internals License Amendment Request Status Update License Amendment Request (LAR) No. 2010-06 On July 25, 2011, a conference call was held between Duke Energy Carolinas, LLC (Duke Energy) and the Nuclear Regulatory Commission (NRC) to discuss the status of License Amendment Request (LAR) 2010-06, "Proposed License Amendment Request for the Reactor Vessel Internals Inspection Plan." This LAR provides Oconee Nuclear Station's Reactor Vessel (RV) Internals Inspection Plan report and also provides a description of the inspection plan as it relates to the management of aging effects consistent with previous commitments.

As an action from this call, Duke Energy will submit a revision to LAR No. 2010-06 following a revision to Electric Power Research Institute's (EPRI's) materials reliability report titled, "Pressurized Water Reactor Internals Inspection and Evaluation Guidelines (MRP-227, Revision 0)." The need for the LAR revision is to comply with: (1) the changes associated with the aforementioned EPRI report and (2) the NRC's Regulatory Issue Summary (RIS) 2011-07.

Duke Energy will submit the revised LAR 90 days after the issuance of the revised EPRI report (MRP-227-A), but no later than October 1, 2012. Because Duke Energy anticipates the majority of the sections in the original LAR will require rework, Duke Energy does not recommend the NRC review the original submittal at this time.

If there are any questions regarding this letter, please contact Stephen C. Newman, Oconee Regulatory Compliance Group, at (864) 873-4388.

Sincerely, T. Preston Gillespie. Jr.,
