ENCLOSURE 1 Response to Action Item 11 From Appendix HH of NUREG-0847, Supplement 22 Tennessee Valley Authority - Watts Bar Nuclear Plant - Unit 2, Docket No. 50-391 The item number used below corresponds to the item numbers in SSER 22, Appendix HH.

SSER Open Item 11 The plant administrative procedures should clearly state that, when the Assistant Shift Engineer assumes his duties as Fire Brigade Leader, his control room duties are temporarily assumed by the Shift Supervisor (Shift Engineer), or by another SRO, if one is available. The plant administrative procedures should clearly describe this transfer of control room duties.

TVA to NRC letter dated August 15, 2011, Watts Bar Nuclear Plant (WBN) Unit 2 - Transmittal of Revised Unit 1 / Unit 2 As-Designed Fire Protection Report (TAC No. ME3091), provided the latest version of the Unit 1 / Unit 2 As-Designed Fire Protection Report. 9.1 (Fire Brigade Staffing) of Part II of this document includes the following:

The fire brigade shall not include the Shift Manager or the other members of the minimum shift crew necessary for safe shutdown of the unit, nor any personnel required for other essential functions during a fire emergency.

Thus, there is no need to describe a transfer of control room duties as requested.
