Dear Mr. Reddemann:

By letter dated August 25, 2010, as supplemented by letters dated June 1 and June 21, 2011, Energy Northwest (the licensee) requested prior U.S. Nuclear Regulatory Commission (NRC) approval for proposed changes to the emergency action levels (EALs) for Columbia Generating Station. The licensee's requested changes to the EALs support a conversion from the current EAL scheme to a scheme based on Nuclear Energy Institute (NEI) 99-01, Revision 5, "Methodology for Development of Emergency Action Levels," February 2008. The licensee currently utilizes a plant-specific EAL scheme that was developed in accordance with the guidance provided in Nuclear Management and Resources Council, Inc.lNational Environmental Studies Project (NUMARC/NESP)-007, Revision 2, "Methodology for Development of Emergency Action Levels," January 1992.

Subsequently, by letter dated August 23, 2011, the licensee withdrew the request.

The purpose of this letter is to advise that the above-cited request for approval is being treated as withdrawn.
