John, During a teleconference on Saturday August 20, 2011, you, as the acting Branch Chief of Plant Licensing Branch I-2, Division of Operating Reactor Licensing, Office of Nuclear Reactor Regulation (NRR), with the concurrence of John Tsao, acting Branch Chief of Piping and NDE Branch, Division of Component Integrity, NRR, verbally authorized the use of relief request RR-04-12 for Millstone Power Station, Unit No. 2 (MPS2). The verbal authorization teleconference was held at 13:00 between the Nuclear Regulatory Commission (NRC) staff and Dominion Nuclear Connecticut, Inc. (DNC or the licensee) staff. RR-04-12 allows MPS2 to operate with a Temporary non-Code compliant condition for a period of four months from the date of this verbal authorization or until the limits laid out during the verbal authorization teleconference are reached, whichever occurs first. Specifically, a degraded piping flange on spool SK2952 in the A train 10-inch service water (SW) supply line to the emergency diesel generator heat exchangers will remain inservice for a temporary period of time.

Attached is the NRC staffs basis for authorizing the use of RR-04-12, as it was presented to DNC. This e-mail, and its attachment, will be placed in the Agencywide Documents Access Management System (ADAMS) as an official agency record. The documents provided by DNC will also be placed into ADAMS. During the course of the next several months the appropriate paperwork documenting the details of the NRC staff decision will be provided to the licensee and entered into ADAMS.
