UNITED STATES NUCLEAR REGULATORY COMMISSION REGION III 2443 WARRENVILLE ROAD, SUITE 210 LISLE, IL 60532-4352 July 26, 2011 EA-11-014 Mr. Michael J. Pacilio Senior Vice President, Exelon Generation Company, LLC President and Chief Nuclear Officer (CNO), Exelon Nuclear 4300 Winfield Road Warrenville, IL 60555
SUBJECT:
BYRON STATION, UNIT 2 - NOTIFICATION OF AN NRC SUPPLEMENTAL INSPECTION AND INFORMATION REQUEST
Dear Mr. Pacilio:
By letter dated March 14, 2011, the NRC communicated to you the final significance determination for a finding having low-to-moderate safety significance (White) at your Byron Station, Unit 2. The finding involved the failure to ensure that a flange connection on the upper lube oil cooler of the 2A diesel generator was correctly torqued following maintenance. This led to the 2A diesel generator being required to be shut down when a significant oil leak developed during routine monthly surveillance testing on November 17, 2010.
By letter dated July 14, 2011, we were notified by your staff that you were ready for the NRC to conduct our supplemental inspection to review the actions taken to address the White finding.
Accordingly, we plan to conduct a supplemental inspection, beginning on August 22, 2011, at Byron Station, Unit 2, using Inspection Procedure 95001, Inspection for One or Two White Inputs in a Strategic Performance Area. This on-site inspection is scheduled to be performed August 22 through August 26, 2011. In order to minimize the impact to your on-site resources and to ensure a productive inspection for both organizations, we have enclosed a request for documents needed for this inspection. The documents identified are those that the inspectors will need prior to and upon arrival at the site. It is important that all of these documents are up-to-date and complete in order to minimize the number of additional documents requested during the on-site portion of the inspection.
We have discussed the schedule for these inspection activities with your staff and understand that our regulatory contact for this inspection will be Ms. Tracey Hulbert of your organization. If there are any questions about this inspection or the material requested, please contact the inspector, Mr. Thomas Taylor at (269) 764-8971 (work) or (206) 406-5086 (cell).
M. Pacilio In accordance with 10 CFR 2.390 of the NRC's "Rules of Practice," a copy of this letter and its enclosure will be available electronically for public inspection in the NRC Public Document Room or from the Publicly Available Records System (PARS) component of NRC's Agencywide Documents Access and Management System (ADAMS), accessible from the NRC Web site at http://www.nrc.gov/reading-rm/adams.html (the Public Electronic Reading Room).
Sincerely,
/RA/
