The request was conveyed by the NRC staff via electronic mail from John F. Stang on January 5, 2011. The NRC staffs questions and Duke Energy's responses are provided in the Enclosure.

The conclusions reached in the original determination that the LAR contains No Significant Hazards Considerations and the basis for the categorical exclusion from performing an Environmental/Impact Statement have not changed as a result of this RAI.

This letter contains no new commitments as a result of this RAI.

Section 3.1.3 provides the following:

Therefore, with the automated dose assessment capability, the required on-shift RP

[Radiation Protection] qualified individuals are able to provide dose assessment reports in the first 75 minutes of an event and perform other RP functions as listed in Emergency Plan on Figure B-8 (ONS) [Oconee Nuclear Station] and Figure B-1 (CNS, MNS) [Catawba Nuclear Station and McGuire Nuclear Station] in the individual site Emergency Plans. With this capability continuously available on shift, the 45-minute response time for augmenting the offsite dose projection function is no longer required.

If the automatic capability is not available, i.e., manual input of data into the dose assessment computer is required, what is the impact of the additional 30 minutes on the performance of "other RP functions as listed in Emergency Plan"?

Duke Energy Response 1:

At ONS, a shift RP qualified individual is assigned the on-shift dose assessment role each shift.

During an emergency, this individual's sole responsibility is to support on-shift dose assessment until TSC dose assessors assume the responsibility (once the TSC is activated). ONS has three RP qualified individuals minimum per shift, one assigned to on-shift dose assessment and two available to support other emergency response actions by RP as described in Emergency Plan (ONS) on Figure B-8. Other RP functions will not be impacted.

At MNS, a shift RP qualified individual is assigned the on-shift dose assessment role each shift.

The vehicle driver will be required to maintain radiation worker qualifications and a valid state driver's license.

Will the vehicle driver maintain the same respirator qualifications, if any, as the RP qualified personnel?

Duke Energy Response 2:

At ONS, currently non-RP personnel serve as Field Monitoring Team (FMT) drivers. The non-RP personnel assigned this role are required to be respiratory qualified.

At MNS, FMT van drivers are required to be respiratory qualified.

At CNS, currently only RP qualified individuals serve as FMT drivers. The RP qualified individuals assigned these roles maintain appropriate qualifications for field monitoring and are required to be respiratory qualified. Upon approval of this LAR, any new non-FMT drivers will be required to be respiratory qualified.

NRC Question 3:

Section 3.3.3 provides the following:

The ONS Emergency Plan currently only requires one individual to have FMT [Field Monitoring Team] qualifications for the specific function and duty.

Has a review of applicable FMT procedures for CNS and MNS been performed to determine if there are any duties that would require two persons to perform?

Duke Energy Response 3:

MNS has evaluated FMT procedures and determined that one FMT RP qualified individual can perform necessary surveys, sampling, sample analysis, and communications required. An additional person is needed as a vehicle driver.

Section 3.4.3 provides the following:

RP qualified individuals can include RP supervision and RP staff who routinely administer RP programs, policies and procedures. Based on their training and experience, these individuals maintain the level of knowledge required to function within the tasks as described on Figure B-8 (ONS) and Figure B-1 (MNS and CNS).

Do the "RP qualified" personnel maintain the same qualifications and training requirements as the RP Technicians, i.e., respirator qualifications, any type of requalification training, etc.?

Please provide a copy of any applicable procedure(s) that governs the EP training requirements and frequencies for the RP personnel.

Duke Energy Response 4:

At ONS, RP supervisors and staff personnel participate in the same training program as the RP qualified individuals. If an RP supervisor or staff person is used to fill an RP qualified individual's ERO position, they would have the same qualifications and training, including respiratory training (if required), as the technician filling the role. RP supervisors and staff personnel typically have qualifications for tasks associated with their areas of responsibility.

Personnel must be qualified for any job assignment that requires a specific task qualification.

RP supervisors and staff personnel who have task qualifications must maintain the same training qualifications and requalification as the RP qualified individuals. ERO requalification is covered in RP continuing training at least every two years. This requalification training typically consists of procedure and equipment reviews with a demonstration of skills and knowledge in FMT and Contaminated Injury training drills.

At MNS and CNS, RP supervisors and staff personnel participate in the same qualifications and training as the RP qualified individuals. If an RP supervisor or staff person is used to fill an RP qualified individual ERO position, they would have the same qualifications and training, including respiratory training (if required), as the technician filling the role. There is no formal requirement for RP supervisors and staff personnel to have specific task qualifications. However, RP supervisors and staff personnel who have task qualifications must maintain the same training qualifications and requalification as the RP qualified individuals.

ERO task requalification is covered in RP continuing training at least every two years. This requalification training typically consists of procedure and equipment reviews with a demonstration of skills and knowledge in FMT and Contaminated Injury training drills.

Attached are copies of applicable procedures that govern the EP training requirements and frequencies for personnel for ONS, MNS, and CNS, in Attachments 1, 2, and 3, respectively.

Section 3.4.3 provides the following:

RP qualified individuals currently have other functional assignments in the ERO [emergency response organization] but are available during an augmentation (all call) to perform technician duties when not performing their primary function.

What "primary functions" are the RP qualified individuals performing and how is it determined whether or not the performance of these "primary functions" are priorities for the RP qualified individual that will allow the performance of technician duties?

Duke Energy Response 5:

At ONS, RP supervisors and staff personnel used to fill RP qualified individual roles are typically TSC dose assessors, OSC RP Manager, OSC Assistant to the RP Manager, and OSC supervisors. During an augmentation drill or real event, two shifts would be designated to perform the primary functions (two TSC Dose Assessors per shift, one RP Manager per shift, one OSC Assistant to the RP Manager per shift, and one OSC RP supervisor per shift). When all ERO positions are staffed, extra available responders will fill RP qualified individual roles.

At MNS and CNS, RP qualified individuals fill the following roles in the ERO: TSC Dose Assessor, RP Manager in the TSC, and RP supervisor in the OSC. During an augmentation drill or real event, two shifts would be designated to perform the primary functions (two TSC Dose Assessors per shift, one RP Manager per shift, and one OSC RP supervisor per shift).

When all ERO positions are staffed, extra available responders will fill RP qualified individual roles.

NRC Question 8:

Are the RP personnel at ONS, MNS or CNS assigned to the Fire Brigade?

Duke Energy Response 8:

At ONS, one Fire Brigade position is required to be staffed by either an RP shift qualified individual or a Chemistry technician. This slot is shared, and staffing is coordinated by the RP and Chemistry organizations. Currently, Chemistry does not have any Fire Brigade qualified individuals on shift.

At CNS, shift RP personnel are not assigned to the fire brigade.

At MNS, shift RP personnel are not assigned to the fire brigade.

1.0 Purpose This guideline provides specific details beyond ETQS Standard 7111.0 detailing how Emergency Response Organization (ERO) Training is implemented and administered at Oconee Nuclear Station.

2.0 Scope This training guide applies to all Oconee Nuclear Station employees who are members of the Emergency Response Organization. Offsite Agency training is addressed in Section 6.0 and Enclosure 7.11.

5.0 Program Description - Site Training 5.1 Emergency Planning will identify to Division Management new positions that need to be filled in the Emergency Response Organization. Division Management will be responsible for replacing individuals who rotate off the Emergency Response Organization per NSD 117. It is the responsibility of Division Management to identify individuals to the ERO Contact who are to be assigned/deleted to the Emergency Response Organization.

ERO Contacts, listed on Enclosure 7.1, will schedule and verify training for designated ERO members.

5.2 The "Emergency Response Organization Listing" report reflects LMS data. This report is updated by the Training Group, as directed by EP when changes to the emergency response organization are needed. This database lists all qualified ERO members, drill participation, and continuing training requirements, with course completion dates. ERO Contacts can run the "Emergency Response Organization Listing" report as needed from Nuclear LMS reports. This report is also available from the Oconee Training Web Page or Emergency Planning Web Page.

5.3 The ERO Contact is responsible for the following:

Using the Emergency Planning Training Matrix to determine the course(s) required for each ERO position staffed by the division Scheduling employees to attend required training 2

ERTG-001 Rev. 22 Verifying initial training has been completed and entered in the LMS Database Ensuring that Enclosure 7.2 or electronic ADD/DELETE form is submitted to Emergency Planning upon successful completion of training Submitting Enclosure 7.2 or electronic ADD/DELETE form to Emergency Planning to remove individuals from the ERO Listing At least monthly, verifying that training is current for each ERO member in their division Securing training for individuals whose training is about to expire Note: The above referenced "add/delete" forms can now be accessed through the Oconee Training Web Page or Emergency Planning Web Page.

5.4 Applicable Emergency Response Training Instructor(s) are responsible for scheduling and publishing classes and notifying Division Schedulers and ERO Contacts as applicable. They are also responsible for developing and delivering emergency response training and notifying the ERO Contact once training is completed.

5.5 Training goals of one hundred (100) percent of the primary designated ONS ERO members and ninety (90) percent of the alternates will be used as criteria for training accomplishment.

5.6 General Training (Plant Access Training and Fitness For Duty),

initial training and continuing training for ERO members will be developed and delivered in accordance with ETQS standards to meet the desired results of the line organization.

5.7 Drill participation is one of the methods for ensuring that ERO personnel remain qualified for their position as identified on the ERO Training Matrix. Drills are training oriented and used for developing, testing, and proving skills.

5.8 Positions identified on the NRC Performance Indicator List will participate in a drill prior to being placed on the Emergency Response Organization List (qualified list). It is desired that participation take place under the purview of a mentor but not as an observer. Credit for drill participation will be HS0537.

ERTG-001 Rev. 22 5.9 ERO members on the NRC Performance Indicator List who are already ERO qualified, may participate in a drill as a mentor, coach, evaluator, or controller, but not as an observer. Multiple assignees to a given key ERO position could take credit for the same drill if their participation is a meaningful and thorough opportunity to gain proficiency in the assigned position. Credit for drill participation will be HS0537.

5.10 Evaluated simulator training evolutions that contribute to the Drill/Exercise Performance Indicator Statistics, could be considered key ERO member participation, and may be used for this indicator.

5.11 ERO members in primary positions not on the NRC Performance Indicator List, should observe a drill prior to being placed on the Emergency Response Organization List. Credit for drill observation will be HS0537. Personnel log sheets list specific ERO positions where performers sign for the job implemented during the drill.

Those in training add their name to the bottom of the log sheet as an observer.

5.12 ERO members attending Tabletop Drills will only receive credit for the tabletop drill (course HS0538). Tabletop drill attendance does not qualify for drill observation or participation (course HS0537).

5.13 Emergency Response Continuing Training is required on an annual basis (plus or minus three months) except as noted on the Emergency Response Training Course Description (Enclosure 7.3) list. When testing is required, a passing score of 80% is required.

5.14 Emergency Response Procedures under the purview of Emergency Planning which have been revised, will be reviewed by Emergency Planning for training implications. If training is required, Emergency Planning and the Training Department will determine the audience and the training content. Training will be provided prior to procedure implementation for procedure changes which have a major impact on the performance of the job as determined by Emergency Planning.

5.15 Notices of terminations should be made to the site Emergency Planning Section for personnel who are terminating or transferring to another site so they can be removed from the ERO Listing.

The ERO Contact should forward Enclosure 7.2 or electronic ADD/DELETE form to Emergency Planning.

ERTG-001 Rev. 22 5.16 Only personnel having a valid, Duke Identification card will be allowed to pass through the security gates during an emergency event. The Emergency Coordinator may authorize exceptions.

Only trained, qualified ERO personnel will be allowed access to the EOF. Exceptions to training may be authorized by the EOF Director.

5.17 Fire Brigade, HAZMAT and MERT training and qualifications are tracked separately from the ERO Listing. All Training Content Summary forms and training attendance sheets will be forwarded by the responsible instructor to the Training Division for data entry.

5.18 Fire Brigade training and drill participation is administered and conducted in accordance with the Fire Protection Training &

Qualification Manual and NSD 112 "Fire Brigade Organization, Training and Responsibilities."

5.19 The Fire Brigade Annual Practical Training is scheduled through the Operations Training Section with concurrence by the EP Program Administrator. The Training Division Fire Brigade/Haz Mat Instructor is responsible for conducting the training.

5.20 Unannounced fire drills are planned, scheduled and conducted by the EP Program Administrator. The Operations Shift Manager reviews the schedule for concurrence.

5.21 HAZMAT training is scheduled and conducted by the Training Division Fire Brigade/Haz Mat Instructor.

5.22 The EP Program Administrator and Security jointly schedules MERT training. The Security Group is responsible for conducting or obtaining qualified non-Duke training services to teach MERT training.

5.23 Severe Accident Management Guideline (SAMG) training will be provided to those positions identified on the training matrix. Initial and continuing SAMG training may be accomplished either through formal classroom training or by completing the SAMG CBT per the training matrix.

" Qualified OTC Operations Instructors will normally conduct formal classroom training. The Emergency Planning Instructor is responsible for coordination of these classes.

The Emergency Planning Instructor will administer the SAMG CBT training program.

ERTG-001 Rev. 22 The Emergency Planning Instructor is responsible for maintaining the SAMG CBT to ensure that changes are incorporated. The Online & Print Services group in the GO is the contact for CBT program revisions.

" Revisions to SAMG CBT may be identified through student feedback or other input from subject matter experts

" The ONS Operations Support Group SAMG SME (Senior Engineer) shall review and approve all proposed SAMG CBT changes

" The General Office (GO) Accident Assessment Group is responsible for developing and providing SAMG continuing training for applicable personnel in the Accident Assessment Group at the GO.

Operations Shift Manager and Control Room Staff are considered as SAMG "Implementors" and participate in SAMG drills (HS0556) as offered for their shift rotation schedule.

Shift Technical Advisors, who are considered as SAMG Evaluators, are required to participate in a SAMG drill (HS0556) once every five years.

5.24 Security Force personnel are trained in emergency response in accordance with applicable portions of the Duke Energy Nuclear Security and Contingency Plan, Security Procedures, and Security EQS Training and Qualification Manual.

5.25 Security Officers complete initial emergency response training during the Basic Security Officer training. This training is documented in LMS (Learning Management System). No additional training is required other than Facility Specific training for positions as indicated on the OSC training matrix and PATFQ-N/RWTFQ-N conducted during annual GET.

5.26 Some Security personnel may be assigned specific responsibilities such as OSC Security Liaison and JIC Access and Control. These personnel will be trained annually in accordance with Security EQS standards and documented accordingly. These personnel will also participate in emergency response quarterly drills as indicated on the attached training matrix.

5.27 The Operations Training Group will teach applicable courses identified on the Control Room Training Matrix. Records of this training will be maintained in accordance with applicable ETQS standards.

ERTG-001 Rev. 22 6.0 Program Description - Offsite Agency Training 6.1 Training is provided to the agencies listed in the Emergency Plan that have an agreement with the Oconee Nuclear Site for their support in the event of a radiological emergency. Agencies and required frequency of training are listed on the Offsite Agency Training Matrix.

6.2 Records of training provided to offsite groups will be maintained by the Training Division.

6.3 Medical/Rescue support training will be coordinated through the Site Emergency Planning Manager and the Associate Administrator/Designee at Oconee Medical Center. Participants include Oconee Medical Center Emergency Room Staff, Oconee Medical Center Emergency Medical Services, and local physicians who have signed agreements to provide emergency medical service.

6.4 Fire - Rescue Agency support training is coordinated through the Site Emergency Planning Manager with the chiefs of the designated volunteer fire departments. Training is offered to participating personnel from the county volunteer fire departments in Oconee and Pickens counties.

6.5 The Emergency Planning Contact from the Nuclear Regulatory Issues and Industry Affairs group or site Emergency Planning is responsible for coordinating and conducting annual Government Agency Training. This training is offered to all of the risk and host counties that support Oconee Nuclear Site as well as S. C.

Emergency Management Division, and the NRC and FEMA. The original training roster and training materials are submitted to the Oconee Training Support group for entry into the LMS database and storing in NEDL system. Oconee EP also submits copies of these records to South Carolina State EMD. (Reference PIP 0 00167) 6.6 Training for participating personnel from the Law Enforcement Agencies is provided by the Security Section at Oconee Nuclear Site. The site Training Division provides information concerning emergency preparedness for radiological incidents to those participants.

6.7 Offsite Agency participants who attend training session(s) will constitute the required emergency response training required by the Site Emergency Plan.

PURPOSE This guideline provides specific details beyond ETQS Standard 7111.0 detailing how Emergency Response (ER) Training is implemented and administered at McGuire Nuclear Site (MNS). The overall training program objective is to prepare and maintain a trained organization ready to respond to an emergency by providing quality training commensurate with each individual's emergency assignment.

DESCRIPTION This training guide applies to all McGuire Site employees who are emergency response members and selected offsite agencies, as specified in Attachment 6.

4 RESPONSIBILITIES 4.1 The Emergency Response Training Instructor coordinates the implementation and administration of Emergency Response Training at McGuire Nuclear Site to ensure that it meets the intent of ETQS Standard 7111.0.

4.2 Safety Assurance Line Management (EP Manager) is the owner of the Emergency Response Training Program. Specific responsibilities of line organization include:

" Defining program content.

  • Monitoring and observing training in all settings.

" Verifying personnel qualifications prior to ER assignments.

  • Providing subject-matter expertise for analysis, design, development and implementation of training.

  • Administrating vendor supplied training including contract, development/approval, instructor identification, and classroom expenses.

" Notifying ER personnel for training events.

" Evaluating training effectiveness from classroom and drill/exercise performance.

" Analyzing trends of potential training deficiencies (i.e. PIP, OE, etc.)

" Maintaining ERO facility access list (based on training status)

" Maintaining the Emergency Response Training Matrix current.

" Managing Training and Qualification records.

Ensuring trainees are aware of their training needs.

  • Providing input for the development of training plans for the target audience.
  • Designing and conducting drill/exercise scenarios.
  • Providing coaching and/or evaluating trainee performance during drills as requested by training management.

" Ensuring appropriate priorities are placed on EP training activities by trainees and their management.

4.3 Training Support will partner with the EP Line Manager as a support organization charged with providing high quality training to improve performance and meet the objectives of applicable NUREG and CFR documents. Specific responsibilities of

" Developing and maintaining lesson materials, job aids, handouts, etc.

" Developing and maintaining a master schedule for training classes.

" Modifying training materials (job aids, lesson plans, etc.) as needed due to feedback, operational experience, station changes, etc.

" Ensuring training is properly documented.

  • Developing status/roll-up reports for all management observations and student feedback on classroom training.
  • Facilitating remediation as specified by line managers.

.5 PROGRAM DESCRIPTION - SITE TRAINING The Emergency Response Training Program is organized into the following categories:

5.1 General Training ER members must complete General Training requirements as outlined in the ER Training Matrix. Site ER members will receive this training as part of their annual "Radiation Worker Training" requirement which allows them access into the TSC, OSC and Control Room. This training also includes "Fitness For Duty" (FFD) which fulfills the regulatory requirement that all ER members be subject to random drug testing. In addition, ER members will be required to complete TTN471-N Annual ERO Refresher/Update. (G-08-00027)

Employees of the General Office who respond to the Emergency Operations Facility (EOF) will receive the EP portion of Plant Access Training and FFD as required by the ER Training Matrix for EOF personnel. In addition, ER members will be required to complete TTN471-N Annual ERO Refresher/Update. (G 00027) 5.2 Initial Training Initial training is required for newly assigned individuals prior to becoming a member of the Emergency Response Organization. This training may include Facility Specific, Position Specific, and Drill Participation, as required by the ER Training Matrix. All members of the McGuire Emergency Response Organization will receive Extensive Damage Mitigation (TTC513-N) as part of their initial training (M-08-0009).

Initial training is required for newly assigned individuals prior to becoming a member of the Fire Brigade Organization. This training includes the basic knowledge and skills needed to effectively control and extinguish the types of fires expected at a nuclear site as required by the ER Training Matrix and Fire Protection Training and Qualification Manual.

Initial training is required for newly assigned individuals prior to becoming a member of the HAZMAT Organization. This training includes the basic knowledge and skills needed to effectively mitigate and control HAZMAT incidents as required by the ER Training Matrix and HAZMAT Training and Qualification Manual.

MCGUIRE TRAINING PROCEDURE 7111.0 Rev.# 8 Initial training is required for newly assigned individuals prior to becoming a member of the Medical Emergency Response Team (MERT). This training includes the basic knowledge and skills needed to effectively respond and provide initial treatment to a medical emergency as required by the ER Training Matrix.

Initial training for each position is required only once during a person's service unless:

  • Management requests initial training to satisfy a corrective action related to poor drill or exercise performance.

The individual's training has expired, and initial training is determined to be the method for requalification.

The Emergency Planning Manager has the authority to make exceptions to the normal training requirements. Exceptions to the training shall be used on a limited basis and shall be documented with a memorandum in the site training files.

5.3 Continuing Training As long as the individual serves as an emergency responder, he/she shall receive continuing training, as outlined in the Emergency Response Training Matrix, Fire Protection Training and Qualifications Manual, and/or the HAZMAT Training and Qualifications Manual. Continuing classroom training for selected positions is provided to maintain and improve emergency response knowledge and skills, including the following:

" Industry emergency operating experience.

  • Review of past drill, plant event and exercise performance problems.

5.4 Drills Drill participation is one of the methods for ensuring that emergency response personnel remain qualified for their position as identified on the Emergency Response Training Matrix. Drills are training oriented and used for developing, testing, and proving skills.

6 PROGRAM DESCRIPTION - OFF-SITE AGENCYTRAINING 6.1 Site specific Emergency Response Training will be provided in accordance with the ER Training Matrix for Fire Support, Medical/Rescue, Governmental Support, and Local Law Enforcement Agencies (Attachment 6).

7 COURSE DESCRIPTIONS 7.1 Course descriptions are documented on."Training Content Summary" forms and recorded in the Nuclear Learning Management System (LMS) training database.

8 COORDINATION OF TRAINING SCHEDULES 8.1 Scheduling Required Emergency Response Training Emergency Response initial training is scheduled on an as-needed basis based on the established master. schedule for training.

The frequency of continuing training will be in accordance with the Emergency Response Training Matrix Report.

Scheduling of Emergency Response Training is centered around the following considerations:

Most emergency response training cannot be conducted during refueling outages. Sufficient time should be allowed for revision of training materials to include incorporation of changes identified through the SAT evaluation process, changes to the Emergency Plan and Implcmenting Procedures, commitments to improve performance, and identified errors in training materials.

NRC licensed operator and non-licensed operator continuing training will be included in the Operator Continuing Training Program schedule.

MCGUIRE TRAINING PROCEDURE 7111.0 Rev. # 8 8.2 Scheduling Required Offsite Agency Training Annual training is offered to the offsite agencies listed in Attachment 6 that have an agreement with McGuire Nuclear Site for their support in the event of a radiological emergency. This training may be completed any time during the calendar year, and is scheduled to accommodate the organizations as requested. Local Law Enforcement Agency (LLEA) and Public Information Officer (PIO) training is conducted every two years.

8.2.1 The Site Emergency Planning Manager, Training Support and the following. off-site medical personnel will coordinate Off-Site Medical Support training.

  • MEDIC - Staff Development Manager A minimum of one drill per year involving a contaminated injured person shall be conducted.

8.2.2 The Site Emergency Planning Manager, Gilead Volunteer Fire Department Chief, Cornelius Volunteer Fire Department Chief, Training Division Fire Brigade Trainer, and the Fire Department training officers will coordinate Off-Site Fire Support Training for Gilead (primary) and Cornelius (backup) VFD's.

8.2.3 The Corporate Emergency Planner / EP Instructor or designee will coordinate Government Agency Training.

8.2.4 The Site Emergency Planning Manager and the Site Security Section will coordinate Local Law Enforcement Agency Training.

8.2.5 The Corporate Communications Emergency Planning Coordinator will coordinate Public Information Officer (PIO) and other related Corporate Communications Training in accordance with the ERO Training Matrix.

Frequency of PIO Training will be determined by Corporate Communications.

9 TRAINING SETTINGS Where applicable, emergency response training should be conducted in the emergency response facilities to allow trainees a better understanding of their actual work environment, and equipment.

The feedback process gives the trainees the opportunity to provide input on lesson objectives, training content, reference/handout materials, instructor presentation skills, teaching methods, examinations, and the physical environment of the training setting. Trainee feedback is reviewed by instructors who, in turn, provide written responses to comments and forward these to training management.

Additionally, trainees are requested to write comments on their procedures, equipment, facilities or anything related to their emergency response. Written comments outside the responsibility of the Training Group are forwarded to the Emergency Planning Manager for evaluation.

10.2 Training Program Effectiveness Evaluation Training Program Effectiveness may be evaluated through drills, exercises, or surveys.

  • Drills Each drill concludes with a self-critique and an evaluation of the overall emergency response performance by the Drill Evaluators/Director.

Exercises Each exercise concludes with a structured participant critique and a controller/evaluator critique. A performance evaluation follows the critiques to determine whether or not the exercise objectives have been satisfactorily met.

Exercises are the primary means of determining the overall effectiveness of training.

Surveys Surveys may be used to provide an indication of training program effectiveness.

MCGUIRE TRAINING PROCEDURE 7111.0 Rev. # 8 11 TRAINEE EVALUATION 11.1 Emergency Response Training Initial Facility Specific Training is knowledge based and trainees will be evaluated using a written examination. Trainees must demonstrate satisfactory mastery of learning objectives by achieving a grade of 80% or higher on written examinations.

Examinations are administered immediately following training, or as soon as practical after training is complete.

Initial Position Specific Training is performance based. Initial performance based training for selected positions may be evaluated by completion of a Job Performance Measure (JPM) or drill participation. Training for positions whose emergency response function is outside the scope of their normal job function will include a performance evaluation.

Continuing emergency response training will be evaluated through drill participation and for selected positions will also include classroom training. Coaches and evaluators will make on the spot corrections of substandard individual performance during drills. Both drills and exercises will include an evaluation to determine if associated objectives have been satisfactorily met. A further evaluation will be conducted for objectives not satisfactoiily met to determine if an individual performance problem exists that may require additional or remedial training.

11.2 Offsite Agency Training Training goals and objectives will be considered satisfactorily met by training attendance. Written tests are not required. Federal authorities will evaluate offsite agency performance where applicable.

4.0 BASIS The Emergency Response Organization provides quick, professional responses to plant conditions to ensure the safety of the plant, plant personnel, and the public. Individuals serving in the Emergency Response Organization must be trained to emergency response processes and procedures to provide the level of expertise needed to respond to and mitigate emergency situations.

5.0 RESPONSIBILITIES 5.1 Line Management Training Responsibilities Safety Assurance Line Management (EP Manager) is the owner of the Emergency Planning Training Program.

Specific responsibilities of line organization include:

" Defining program content.

" Monitoring and observing training in all settings.

" Approving Technical Accuracy of training material content.

  • Verifying personnel qualifications prior to ERO assignments.

Providing subject-matter expertise for analysis, design, development and implementation of training.

" Identifying initial and continuing training needs.

" Administrating vendor supplied training including contract development/approval, instructor identification, and classroom expenses.

" Notifying ERO personnel for training drills and exercises.

Evaluating training. effectiveness from classroom and drill/exercise performance.

" Analyzing trends of potential training deficiencies (i.e. PIP, OE, etc.).

Maintaining an EP Change Review Committee with active line participation.

" Maintaining the ERO facility access lists (based on training status).

Verifying the Emergency Response training matrix current.

Ensuring trainees are aware of their training needs.

" Providing input for the development of training plans for the target audience.

5.2 Training Support Responsibilities Training Support will partner with the EP Line Manager as a support organization charged with providing high quality training to improve performance and meeting the requirements of applicable regulations.

Specific responsibilities of the training organization include:

Developing and delivering training which achieves the desired results of the line organization.

Notifying ERO personnel of individual training requirements as needed.

" Providing trained and qualified instructors who serve as role models while delivering challenging training materials in high quality, innovative ways that enhance learning.

" Partnering with line managers to conduct needs assessments for the target audience.

" Developing and maintaining lesson materials, job aids, handouts, etc.

" Developing and maintaining a master schedule for training classes.

Modifying training materials (job aids, lesson plans, etc.) as needed due to feedback, operational experience, station changes, etc.

" Ensuring training is properly documented.

Developing status/roll-up reports for all management observations and student feedback on classroom training.

Facilitating remediation as specified by line managers.

" Evaluation of student performance.

5.3 EP Change Review Committee The EP Change Review Committee provides direction to the Training Group. Specifically, the CRC is expected to:

" Review and recommend approval of training matrix changes, topics selected for training, terminal objectives, training program revisions resulting from program evaluations, and training schedules.

" Review procedure and EP manual revisions for training applications.

" Determine training requirements for Emergency responders reassigned to positions after an extended absence from that position or facility.

Review and discuss training suggestions made by other departments.

" Provide recommendations to Training.

Change Review Committee representatives generally include the following:

Emergency Planning Manager and other EP staff

" Training Group Management ER Training Instructor

" Other representative ER personnel as necessary 6.0 PROCESS 6.1 Organization 6.1.1 General Training ER members must complete General Training requirements as outlined in the ER Training Matrix (Attachments 2 - 5). Site ER members will receive this training as part of their annual "Radiation Worker Training" requirement which allows them access into the TSC, OSC, and Control Room. This training also includes "Fitness For Duty" (FFD) which fulfills the regulatory requirement that all ER members be subject to random drug testing.

Employees of the General Office who respond to the Emergency Operations Facility (EOF) will receive the EP portion of Plant Access Training and FFD as required by the ER Training Matrix for EOF personnel.

ETQS Manual CNS Addendum 7111.0 6.1.2 Initial Training Emergency Response Organization ERO, TSC, OSC, EOF, Control Room Initial training is required for newly assigned individuals prior to becoming a member of the Emergency Response Organization. This training may include Facility Specific, Position Specific, and Drill Participation, as required by the ER Training Matrix.

" Fire Brigade Initial training is required for newly assigned individuals prior to becoming a member of the Fire Brigade Organization. This training includes the basic knowledge and skills needed to effectively control and extinguish the types of fires expected at a nuclear site as required by the ER Training Matrix and NSD 112.

HAZMAT Initial training is required for newly assigned individuals prior to becoming a member of the HAZMAT Organization. This training includes the basic knowledge and skills needed to effectively mitigate and control HAZMAT incidents as required by the ER Training Matrix and HAZMAT Training and Qualification Manual.

" MERT Initial training is required for newly assigned individuals prior to becoming a member of the Medical Emergency Response Team (MERT). This training includes the basic knowledge and skills needed to effectively respond and provide initial treatment to a medical emergency as required by NSD 119, "Medical Emergency Response Team (MERT) Program Organization, Training and Responsibilities".

Initial training for each position is required only once during a person's service on the ERO unless:

Management requests initial training to satisfy a corrective action related to poor drill or exercise performance

" The individual's continuing training has expired, and initial training is determined by EP Management to be the method for re-qualification The Emergency Planning Manager has the authority to make exceptions to the normal training requirements. Exceptions to the training shall be used on a limited basis and shall be documented with a memorandum in the site training files.

ETQS Manual CNS Addendum 7111.0 6.1.3 Continuing Training As long as the individual serves as an emergency responder, he/she shall receive continuing training, as outlined in the Emergency Response Training. Continuing classroom training for selected positions is provided to maintain and improve emergency response knowledge and skills, including the following:

" Industry emergency operating experience.

Review of past drill, plant event and exercise performance problems.

6.1.4 Drills Drill participation is one of the methods for ensuring that ER personnel remain qualified for their position as identified on the ER Training Matrix. Drills are training oriented and used for developing, testing, and proving skills.

6.1.5 Exercises Exercises are used to evaluate the effectiveness of training provided during classroom training and drill participation. Coaching and/or on the spot corrections are not allowed during an exercise.

6.1.6 Training for Offsite Agencies Site specific Emergency Response Training will be provided in accordance with the ER Training Matrix for Fire Support, Medical/Rescue, Governmental Support, and Local Law Enforcement Agencies (Attachment 6).

6.2 COURSE DESCRIPTIONS Course descriptions are documented on "Training Content Summary" forms and recorded in the PeopleSoft training database.

6.3 COORDINATION OF TRAINING SCHEDULES 6.3.1 Scheduling Required ER Training ER initial training is scheduled on an as-needed basis.

The frequency of continuing training will be accordance with the ER Training Matrix Report.

Scheduling of ER Training is centered around the following considerations:

Sufficient time should be allowed for revision of training materials to include incorporation of changes identified through the SAT evaluation process, changes to the Emergency Plan and Implementing Procedures, commitments to improve performance, and identified errors in training materials.

NRC licensed operator and non-licensed operator continuing training will be included in the Operator Continuing Training Program schedule.

6.3.2 Scheduling Required Offsite Agency Training Annual training is offered to the offsite agencies listed in attachment

6. This training may be completed any time during the calendar year, and is scheduled to accommodate the organizations as requested.

6.3.2.1 The Site Emergency Planning Manager, Training Support and the following off-site medical personnel will coordinate Off-Site Medical Support training.

" Piedmont Medical Center - VP of Emergency Services and Emergency Room Clinical Director or designee

" Emergency Medical Services (EMS) - VP of Emergency Services and EMS Director or designee Clover Rescue Squad - Clover Rescue Squad Captain A minimum of one drill per year involving a contaminated injured person shall be conducted.

6.3.2.2 The Site Emergency Planning Manager, Bethel Fire Department Chief and Bethel Training Officer will coordinate Off-Site Fire Support Training for Bethel (primary) and Newport (backup) VFD's.

6.3.2.3 The Corporate Emergency Planner will coordinate Government Agency Training.

6.3.2.4 The Site Emergency Planning Manager and the Site Security Manager will coordinate Local Law Enforcement Aqency Training as a group effort.

6.3.2.5 The Public Affairs Emergency Planning Coordinator will coordinate and deliver Public Information Officer (PIO) 12/2/2008 Page 12 of 15 Rev. 11

ETQS Manual CNS Addendum 7111.0 and other related Public Affairs Training. Frequency of PIO Training will be determined by Public Affairs.

6.4 TRAINING SETTINGS Where applicable ER training should be conducted in the emergency response facilities to allow trainees a better understanding of their actual work environment, and equipment.

Offsite Agency Training can be conducted either at the agency location or the nuclear site. The training setting will be determined prior to each training session by the offsite agency and Emergency Planning Manager.

6.5 PROGRAM EVALUATION 6.5.1 Trainee Evaluation of Training Presentation Trainees are requested to provide feedback by completing a student feedback form. The feedback process gives trainees the opportunity to provide input on lesson objectives, training content, reference/handout materials, instructor presentation skills, teaching methods, examinations, and the physical environment of the training setting. Trainee feedback is reviewed by instructors and then forwarded to training management.

Additionally, trainees are requested to write comments on their procedures, equipment, facilities or anything related to their emergency response. Written comments outside the responsibility of the Training Group are forwarded to the Emergency Planning Manager for evaluation.

6.5.2 Training Program Effectiveness Evaluation Training Program Effectiveness may be evaluated through drills, exercises, or surveys.

" Drills Each drill concludes with a structured participant critique and an evaluation of the overall ERO performance by the Drill Evaluators/Director.

Exercises Each exercise concludes with a structured participant critique and a controller/evaluator critique. A performance evaluation follows the critiques to determine whether or not the exercise objectives have been satisfactorily met. Exercises are the primary means of determining the overall effectiveness of training.

  • Assessments Assessments may be used to provide an indication of training program effectiveness.

6.6 TRAINEE EVALUATION 6.6.1 ER Training Initial Facility Specific Training is knowledge based and trainees will be evaluated using a written examination. Trainees must demonstrate satisfactory mastery of learning objectives by achieving a grade of 80% or higher on written examinations. Examinations are administered immediately following training, or as soon as practical after training is complete.

Initial Position Specific Training is performance based. Initial performance based training for selected positions may be evaluated by completion of a Job Performance Measure (JPM) or drill participation. Training for positions whose ER function is outside the scope of their normal job function may include a performance evaluation.

Continuing ER training will be evaluated through drill participation and for selected positions will also include classroom training.

Coaches and evaluators will make on the spot corrections of substandard individual performance during drills. Both drills and exercises will include an evaluation to determine if associated objectives have been satisfactorily met. A further evaluation will be conducted for objectives not satisfactorily met to determine if an individual performance problem exists that may require additional or remedial training.

6.6.2 Offsite Agency Training Training goals and objectives will be considered satisfactorily met by training attendance. Written tests are not required. Federal authorities will evaluate offsite agency performance where applicable.

  • Incident Command to be taught on the odd year during first or second quarter. This will be scheduled around APT dates.

Each fire brigade member must participate in at least two drills per calendar year. Drills may be attended at any time during the year.

Drills are documented using course code CNFA03.

Each Fire Brigade Member must complete a medical physical on an annual basis (HSMFO1).
