DRAFT DRAFT OFFICE OF NUCLEAR REACTOR REGULATION REQUEST FOR ADDITIONAL INFORMATION LICENSE AMENDMENT REQUEST TO REVISE TECHNICAL SPECIFICATION 3/4.9.3.1, DECAY TIME MILLSTONE POWER STATION, UNIT NO. 2 DOCKET NUMBER: 50-336 By letter dated July 21, 20101, Dominion Nuclear Connecticut, Inc. (DNC or the licensee),
submitted a license amendment request (LAR) for Millstone Power Station, Unit No. 2 (MPS2).
The proposed change would modify Technical Specification (TS) 3/4.9.3.1, Decay Time, to reduce the minimum decay time for irradiated fuel movement from 150 hours0.00174 days <br />0.0417 hours <br />2.480159e-4 weeks <br />5.7075e-5 months <br /> to 100 hours0.00116 days <br />0.0278 hours <br />1.653439e-4 weeks <br />3.805e-5 months <br />. The U.S. Nuclear Regulatory Commission (NRC) staff has reviewed the information provided by the licensee and has determined that the following additional information is needed in order to complete the review.
The amendment request describes the proposed change to TS 3/4.9.3.1 regarding the minimum decay time of 100 hours0.00116 days <br />0.0278 hours <br />1.653439e-4 weeks <br />3.805e-5 months <br /> as being based on the current licensing basis as approved in MPS2 TS Amendment No. 2842. However, the requested change is also described as being based on subsequent licensing basis changes related to revised spent fuel pool heating load analyses.
The LAR describes the licensing basis associated with the Updated Final Safety Analysis Report (UFSAR) Section 9.5.2 and the TS 3/4.9.3.1 Bases. The NRC staff is requesting that any evaluations and documentation associated with changes to these licensing basis items be submitted to the NRC for review in relation to the amendment request.
RAI -01: Please submit the following documents associated with any licensing basis changes to the UFSAR Section 9.5.2 or revisions to the TS 3/4.9.3.1 Bases related to revised spent fuel pool heating load analyses:
i) Reviews, screenings and evaluations completed in accordance with Title 10 of the Code of Federal Regulations Part 50, Section 50.59, associated with revisions to UFSAR Section 9.5.2 and TS Bases 3/4.9.3.1.
ii) Any associated UFSAR change packages; iii) Any associated change packages related to the TS 3/4.9.3.1 Bases; iv) Revision 27 of MP-PROC-OPS-OP 2209A, Refueling Operations; v) Revision 26-002 of MP-PROC-OPS-SP 2614A-002, Control Room Daily Surveillance, MODE 6 and Defueled.
