July 7, 2011 "lhe Honorable Gregory B. Jaczko Chairman U.S. Nuclear Regulatory Commission Washington, D.C. 20555-0001
Dear Chairman Jaczko,
I am writing in regards to the possible pending strike of the International Brotherhood of Electrical Workers (IB\\W) Local 97 at Nine Mile Point Nuclear Station in Scriba, New York. The safe operation of the plant in the event of potential strike, and safety of the surrounding communities in the region are of paramount concern to me. I ask that your staff provide additional information and assurance of the continued safe operation of the plant, if more than half of the highly-skilled workforce is unavailable, due to continued negotiations.
I am hopeful that the contract negotiations between the plant operation, Constellation, and the lBl-"W will quickly come to a resolution, however if they do not, it is essential that we know this plant can continue to operate safely and properly till a new contract is agreed upon.
Can your office provide me with assurances that there is a plan in place that meets the highest standards, a sufficient number of workers able to replace those on strike, who have the proper training and knowledge to perform the work, and that this plan can be implemented immediately?
The situation at the 1'ukushima Daiichi plant illustrated the safety concerns associated with these major energy generation facilities when operation is threatened, and it essential that, in this case that more than half of the workforce are on strike, that the NRC has a plan in place for the continued safe operation of the facility.
I thank you for you attention to this request and ask that you contact Ben Rosenbaum in my Washington, DC Office, with any follow up questions.
Sincerely, Kirsten E'. Gillibrand Unites States Senator V.
