Dear Sir:

Pursuant to 10 CFR 50.54(f), Florida Power Corporation, doing business as Progress Energy Florida, Inc., hereby submits the Crystal River Unit 3 (CR-3) required 60-day response to NRC Bulletin 2011-01, "Mitigating Strategies." The bulletin required licensees to provide information, within 60-days of the date of the bulletin, regarding mitigation strategies programs for 10 CFR 50.54(hh)(2). Areas to be addressed are: (1) maintenance of equipment procured to support the strategies; (2) testing of equipment procured to support the strategies; (3) controls for assuring that the equipment is available when needed; (4) configuration and guidance management to ensure that strategies remain feasible; and, (5) assurance of off-site support availability.

The Enclosure to this submittal contains the information required in the bulletin for the 60-day response. No new regulatory commitments are contained in this submittal.
