June 30, 2011 PRELIMINARY NOTIFICATION OF EVENT OR UNUSUAL OCCURRENCE -- PNO-IV-11-003D This preliminary notification constitutes EARLY notice of events of POSSIBLE safety or public interest significance. The information is as initially received without verification or evaluation, and is basically all that is known by the Region IV, Arlington, Texas, staff on this date.

(UPDATE) Fort Calhoun Station Declaration of a Notification of Unusual Event Due to High River Level

DESCRIPTION: This Preliminary Notification updates information discussed in PNO-IV-003, PNO-IV-003A, PNO-IV-003B and PNO-IV-003C. On June 26, the NRC activated the Region IV Incident Response Center following the collapse of a water-filled berm at Fort Calhoun Station on the morning of June 26. This water-filled berm had been installed around the perimeter of the plant as a supplemental flood protection measure because of elevated Missouri River levels in the vicinity of the plant. At 10:50 a.m. (CDT) on June 30, 2011, the NRC deactivated the Region IV Incident Response Center. This was based on an NRC assessment that plant conditions are stable; the impacts on the plant from the collapse of the water-filled berm are understood and are being addressed; and, that the required flood protection measures continue to be effective in protecting plant structures, systems and components. The NRC continues to monitor the licensee response to elevated river levels with additional inspectors at the site who are providing around-the-clock coverage.

Fort Calhoun Station remains in the Notification of Unusual Event that was declared on June 6, 2011. The Missouri River level is currently at an elevation of 1006 feet 6 inches mean sea level (MSL). The plant is protected to a river level elevation of 1014 feet MSL.

The information presented herein has been discussed with the licensee and is current as of 03:00 p.m., June 30, 2011.
