June 27, 2011 PRELIMINARY NOTIFICATION OF EVENT OR UNUSUAL OCCURRENCE -- PNO-IV-11-003C This preliminary notification constitutes EARLY notice of events of POSSIBLE safety or public interest significance. The information is as initially received without verification or evaluation, and is basically all that is known by the Region IV, Arlington, Texas, staff on this date.

(UPDATE) Fort Calhoun Station Declaration of a Notification of Unusual Event Due to High River Level

DESCRIPTION: This Preliminary Notification updates information discussed in PNO-IV-003, PNO-IV-003A, and PNO-IV-003B. On June 26, 2011, at 1:25 a.m. (CDT), a water berm, that had been installed as a supplemental floodwater protection measure, failed. The station's safety systems were not affected because other flood protection measures were in place. As a precautionary measure, the station's electrical loads were transferred to the onsite emergency diesel generators (EDGs). Later that day, at approximately 1:05 p.m. (CDT), site loads were transferred back to offsite power and the onsite EDGs were shut down.

NRC inspectors have verified that no safety functions were adversely affected by the collapse of the water berm.

The vendor of the water berm determined that the berm could not be repaired. The licensee for Fort Calhoun Station plans to install a new berm next week.

The NRC remains in the Monitoring mode of Incident Response and the Region IV Incident Response Center continues to be staffed.

Fort Calhoun Station remains in the Notification of Unusual Event that was declared on June 6, 2011. The Missouri river level is at an elevation of 1006 feet 4 inches mean sea level (MSL). By design, the plant is protected to a river level elevation of 1014 feet MSL.

The information presented herein has been discussed with the licensee and is current as of 8:00 a.m., June 27, 2011.
