July 5, 2011 MEMORANDUM TO:
John R. Jolicoeur, Chief Licensing Processes Branch Division of Policy and Rulemaking Office of Nuclear Reactor Regulation FROM:
Andrew L. Hon, Project Manager /RA/
Licensing Processes Branch Division of Policy and Rulemaking Office of Nuclear Reactor Regulation
SUBJECT:
SUMMARY
OF JUNE 8-10, 2011, ANNUAL INDUSTRY/U.S.
NUCLEAR REGULATORY COMMISSION MATERIALS PROGRAMS TECHNICAL INFORMATION EXCHANGE MEETING On June 8-10, 2011, a Category 2 public meeting was held between the U.S. Nuclear Regulatory Commission (NRC) staff and representatives from industry at the Hilton Hotel, 1750 Rockville Pike, Rockville, Maryland, 20852. The purpose of the annual meeting is to discuss material program activities between the NRC and the industry. The industry represented included the Electric Power Research Institutes (EPRIs) Materials Reliability Program (MRP), Non-destructive Evaluation Program, Boiling Water Reactor (BWR) Vessel Internals Program (BWRVIP), Primary System Corrosion Research Program, Welding Repairs
& Technology Center (WRTC), and the Materials Subcommittee of the Pressurized Water Reactor (PWR) Owners Group (PWROG MSC).
The NRC staff and industry representatives discussed progress in materials programs designed to provide information related to stress corrosion cracking, non-destructive examination, reactor vessel surveillance, dissimilar metal welds, guide card wear, and jet pump testing, among other topics. Presentations are available electronically in the NRCs Agencywide Documents Access and Management System (ADAMS) under accession number ML111661777. The meeting notice and agenda are also available in ADAMS under accession number ML111460037. The following actions items were noted:
NRC and industry technical staff will conduct quarterly planning conference calls in support of the 2012 technical information exchange meeting.
The BWRVIP performs self-assessment every two years. It will consider providing the self-assessment for information to the NRC staff.
During quarterly calls the NRC staff and industry will consider adding environmentally assisted fatigue discussions to the agenda for 2012.
The industry will initiate a teleconference or public meeting to discuss plans related to coordinating surveillance programs to acquire high fluence data, and to discuss reactor vessel integrity issues.
Industry will provide information to the NRC staff that describes the peening processes and the potential benefits of peening to prevent stress corrosion cracking. The information would address previous experience with peening of steam generator tubes.
The NRC staff and industry will consider holding the 2012 meeting in conjunction with ERPI sponsored symposia being held next summer at the National Harbor Center in Prince Georges County, Maryland.
The BWRVIP will consider providing information describing the BWRVIA code for calculating dissolved oxygen content distribution in reactor vessels.
EPRI will be developing a PWR inspection technology training course similar to its BWR vessel inspection training course. EPRI will determine whether the NRC staff would be able to attend some of the training courses.
The PWROG MSC will provide a list of archival materials to the NRC staff for information.
The PWROG MSC will contact the NRC Office of Research (RES) staff to discuss the RES staffs letter requesting reactor vessel inservice inspection data from past inspections.
The NRC staff will consider changing the date of the tentatively scheduled meeting on American Society of Mechanical Engineers Code Case N-770 to avoid a meeting conflict on that date.
The attendance list is enclosed. Members of the public were not in attendance.
