SUBJECT:
BI-MONTHL TY CALL BETWEEN THE U.S. NUCLEAR REGULATORY COMMISSION AND ENTERGY OPERATIONS, INC. REGARDING PROGRESS ON NATIONAL FIRE PROTECTION ASSOCIATION (NFPA) STANDARD 805 TRANSITION ACTIVITIES The Nuclear Regulatory Commission (NRC) staff has been conducting bi-monthly teleconferences with representatives of Entergy Nuclear Operations, Inc. (ENO) to discuss progress on the Palisades Nuclear Plant (PNP) National Fire Protection Association (NFPA) 805 transition activities. On April 13, 2011, ENO representatives met with the NRC Staff and provided status of NFPA 805 project at PNP (Agencywide Documents Access and Management System (ADAMS) Accession No. ML111050398). The meeting with ENO representatives fulfilled the requirement of the commitment on ENO's part to provide the project status every two months. Therefore, the regular teleconference was not held during the month of April 2011.
On June 27,2011 (ADAMS Accession No. ML111790133), ENO submitted a request for Extension of Enforcement Discretion and Commitment to Submittal Date for 10 CFR 50.48 (c)
License Amendment Request. In this request the licensee has made a commitment to submit LAR by December 31,2012. Also, the licensee has withdrawn the commitment for periodic conference calls. The subject request is currently under review by the NRC staff.
Background
On December 9,2008 (ADAMS Accession No. ML083260577), NRC staff granted additional enforcement discretion to Palisades. ENO in its letter dated November 25, 2008 (ADAMS Accession No. ML083370155), made a commitment to conduct a monthly teleconference with the NRC staff to discuss progress on the PNP NFPA 805 transition activities.
