SUMMARY

OF APRIL 13, 2011, PRE-APPLICATION MEETING WITH ENTERGY OPERATIONS, INC., ON NFPA 805 PROPOSED LICENSE AMENDMENT REQUESTS FOR ARKANSAS NUCLEAR ONE, UNITS 1 AND 2 (TAC NOS. ME5925 AND ME5926), WATERFORD STEAM ELECTRIC STATION, UNIT 3, AND PALISADES NUCLEAR PLANT On April 13, 2011, a Category 1 public meeting was held between the U.S. Nuclear Regulatory Commission (NRC) and representatives of Entergy Operations, Inc. (Entergy, the licensee), to discuss the licensee's plans for proposed National Fire Protection Association (NFPA) 805 license amendment requests (LARs) for Arkansas Nuclear One (ANO), Units 1 and 2, Waterford Steam Electric Station, Unit 3 (Waterford 3), and Palisades Nuclear Plant (PLP) at NRC Headquarters, One White Flint North, 11555 Rockville Pike, Rockville, Maryland. The meeting notice was issued on March 30, 2011 (Agencywide Documents Access and Management System (ADAMS) Accession No. ML110900436). The licensee's handouts for the meeting are available at ADAMS Accession No. ML111040153. A list of attendees is enclosed.

The licensee outlined the Integrated Fleet Project management approach to include corporate and individual site teams, coordination, and execution. The licensee forecasted the LAR submittal for all four plants in the fleet to be June 29, 2011, and that the submittals will meet acceptance criteria provided in LlC-109.

In discussing the NFPA 805 probabilistic risk assessment (PRA) peer review status, Entergy stated that while portions of the review have been completed, all of the reviews will be completed before the LAR is submitted. Additionally, Entergy presented the challenges, gaps, and technical issues faced by ANO, Units 1 and 2, Waterford 3, and PLP.

Other salient points:

1. The licensee expects a license amendment supplement related to alternative fire PRA methods if these alternative treatments are completed by the industry's fire PRA methods task force prior to the LAR approval.
2. In the area of PRA, fire is the most significant contributor to plant risk.
3. Items related to fire PRA peer review Facts and Observations will be resolved prior to the submittal of the LAR.
4. Implementation will be completed in 180 days from the date of the LAR approval and the related plant modifications will be completed within 18 to 36 months.

5. ANO and LPL will be ready to submit on June 29, 2011, but could use additional time to re-evaluate their fire risk evaluations to reduce conservatisms.
