Reference:

Immediate Action Letter from James G. Keppler to E. R. Mathews dated June 22, 1981 Pursuant to 10 CFR 50 - Appendix E, Wisconsin Public Service Corporation hereby submits ten copies of the Kewaunee Nuclear Power Plant Emergency Plan Implementing Procedures, attached. By copy of this letter, three copies of these procedures are hereby submitted to Mr. James G. Keppler, Director, US NRC, Region III, Glen Ellyn, Illinois.

As a result of our NRC Emergency Preparedness Inspection, we had committed to develop and implement a procedure for determining Emergency Action Levels; see referenced letter item 8. The attached procedures meet this commitment.

The original procedure (Attachment 1) was misdated, through administrative error, as August 22. The procedure was reviewed and approved by the Plant Operation Review Committee (PORC) on September 22 and is indicated in the PORC meeting minutes. This submittal is, therefore, within the required 30 days following implementation.

Dr. Harold Denton October 22, 1981 Page 2 As a result of our continuing effort to upgrade emergency response planning, a revision (Attachment 1) was prepared and implemented. Since the revision was implemented prior to the required submittal date for the original procedure, both procedures are being submitted at this time. Revision A (Attachment 1) will supersede the original (Attachment 2).
