Submittal of Fort St. Vrain Independent Spent Fuel Storage Installation Safety Analysis Report Update (Docket 72-09) (EM-FMDP-11-062)

Dear Sir or Madam:

The Department of Energy, Idaho Operations Office (DOE-ID) was issued materials license SNM-2504 on June 4, 1999 for the Fort St. Vrain (FSV) Independent Spent Fuel Storage Installation (ISFSI). DOE-ID has made changes to the Safety Analysis Report (SAR), Technical Specifications (TS) Bases and essential programs in accordance with the requirements of 10 CFR 72.48, TS 5.5.1 and TS 5.5.2. DOE-ID hereby submits the following information which presents changes to the SAR, TS Bases and essential programs from June 2009 (June 2009 is the cutoff date from the last update report) through May 2011.

" The biennial SAR update pursuant to 10 CFR 72.70, Safety Analysis Report Updating. The SAR update is provided in the section titled "Description of Changes to the Safety Analysis Report".

" The biennial 72.48 evaluations report pursuant to 10 CFR 72.48. This report, comprised of summaries of evaluations of changes made pursuant to 10 CFR 72.48, is provided in the section titled "Changes, Tests, and Experiments."

" The biennial Technical Specifications Bases evaluations report pursuant to TS 5.5.1. This report is provided in the section titled "Changes to the Technical Specification Bases."

  • The biennial essential program evaluations report pursuant to TS 5.5.2. This report covers changes made to three of DOE's essential programs and is provided in the sections titled "Radiological Environmental Monitoring Progranl Changes," "Training Program Changes,"

and "Quality Assurance Program Changes." (Note: The changes to the Physical Protection Program and the Emergency Response Program are provided separately because of the reporting time frames required by 10 CFR 72.44 (e) and (t), respectively).

Update Report 72-9/2011-01 FSV ISFSI SAR Update FSV ISFSI 72.48 Evaluations FSV ISFSI TS 5.5.1 Evaluations FSV ISFSI TS 5.5.2 Evaluations FSV ISFSI TS 5.5.3 Evaluations Introduction Materials license SNM-2504 to operate the Fort St. Vrain (FSV) Independent Spent Fuel Storage Installation (ISFSI) was transferred to the Department of Energy's Idaho Operations Office (DOE-ID) from Public Service Company of Colorado. The date of the transfer was June 4, 1999. This update report provides the following reports, which were last updated in June 2009:

The biennial SAR update pursuant to 10 CFR 72.70, Safety Analysis Report Updating.

The SAR update is provided in the section titled "Description of Changes to the Safety Analysis Report" and in the enclosure providing the SAR replacement pages.

The biennial 72.48 evaluations report pursuant to 10 CFR 72.48. This report, comprised of summaries of evaluations of changes made pursuant to 10 CFR 72.48, is provided in the section titled "Changes, Tests, and Experiments."

The biennial Technical Specifications Bases evaluations report pursuant to TS 5.5,1.

This report is provided in the section titled "Changes to the Technical Specification Bases."

The biennial essential program evaluations report pursuant to TS 5.5.2. The biennial Natural Gas and Oil Monitoring Program report pursuant to TS 5.5.3. This report is provided in the section titled "Natural Gas and Oil Infrastructure Changes."

This report is provided in a combined format because many of the changes described in the SAR Update are also covered by evaluations of changes made without NRC approval pursuant to 10 CFR 72.48, TS 5.5.1, TS 5.5.2 and TS 5.5.3. TS 5.5.1 requires 72.48 evaluations to be performed for any change to the Technical Specification Bases. TS 5.5.2 requires an evaluation of the change in program effectiveness (similar to the requirements of 10 CFR 72.44(e) and (f))

for changes to the ISFSI Radi6logical Environnmental Monitoring Program, Training Program, and Quality Assurance Program. These three programs are contained in the ISFSI SAR. TS 5.5.3 requires that new natural gas and oil infrastructure installed within one-half mile of the ISFSI and bounded by the analysis done for Amendment I be reported with the periodic SAR updates.

Section I - Description of Changes to the Safety Analysis Report There were no changes made to the proprietary appendices or figures in the FSV SAR. The previous update of the FSV ISFSI SAR made pursuant to 10 CFR 72.70 was provided in June, 2009.

Changes were made to Chapters 1, 2, 3, 4 and 9, since June 2009. These changes were reported in separate previously submitted Update Reports.

There were no changes made to the FSV ISFSI SAR that have not been previously reported.

Section II - Changes, Tests, and Experiments The previous report of changes made pursuant to 10 CFR 72.48 was provided in June, 2009.

There were no changes made pursuant to 10 CFR72.48 during this period.

Section III - Changes to the Technical Specification Bases The previous update of the Technical Specification Bases made pursuant to TS 5.5.1 was provided in June 2007.

Description of Changes SURVEILLANCE REQUIREMENT SR 3.1.1.1 was changed by inserting "upon" between "dependent" and "maintaining.?' This was an editorial change..

In BACKGROUND of B 3.2.1 first paragraph the third sentence was changed to read "A specially designed attachment grapple is used to lift the FSC." This change deleted reference to the individual fuel element grapple.

In APPLICABLE SAFETY ANALYSIS of B 3.2.1 second paragraph the firstsentence was changed by deleting "individual fuel element or a". Also in the third paragraph the first sentence was changed by replacing "fuel element" with "FSC."

In LCO of B 3.2.1 the first sentence was changed by deleting "fuel elements and" In APPLICABILITY in B 3.2.1 the second sentence was changed by replacing "not" with "only" and deleting "neither individual fuel elements nor."

Update Report 72-9/2011-01 In APPLICABLE SAFETY ANALYSIS in B 3.2.2 fifth paragraph "or an Individual Fuel Element" was deleted from the first sentence and the third sentence.

In APPLICABILITY in B 3.2.2 "or an Individual Fuel Element" was deleted.

In LCO in B 3.3.1 the extra space after "FSCs" was deleted.

In ACTIONS A.1.1 & A.1.2.1 in B 3.3.1 third paragraph "INEEL" was changed to "fNL." In A. 1.2.2 the extra space between "a" and "storage" in the first sentence was deleted. In B. I "or storage well" was added after "FSC" in the second sentence.

In BACKGROUND in B 3.3.2 in first paragraph, second sentence "FSV" was changed to "FSC."

Summary of Evaluations The answers for the eight questions associated with the criteria of 10 CFR 72.48 were "no".

Also, these changes to the FSV ISFSI Technical Specifications Bases did not require: 1) A change to a TS incorporated in the license, or 2) A change to the SAR or the Bases which requires a license amendment according to the criteria ofI 0 CFR 72.48.

Section IV - Radiological Environmental Monitoring Program Changes The previous update of the Radiological Environmental Monitoring Program made pursuant to TS 5.5.2 was provided in June 2009.

There were no changes made to the Radiological Environmental Monitoring Program during this period.

Section V - Training Program Changes The previous update of the Training Program made pursuant to TS 5.5.2 was provided in June 2009.

Description of Changes The changes to the program revised section 9.3.9 to add "in" between "safety" and "this" in the first sentence of the third paragraph and "Part" to the CFR reference in the bulletized list.

The revision number in the footer was also changed.

Update Report 72-9/2011-01 The changes to the FSV ISFSI Training Program resulted in no change in the Technical Specifications and no decrease in program effectiveness, and full implementation of the regulations of 10 CFR 72 Subpart I was retained Section VI - Quality Assurance Program Changes The previous update of the Quality Assurance Program made pursuant to TS 5.5.2 was provided in June 2009.

There were no changes made to the Quality Assurance Program during this period.

Section VII - Natural Gas and Oil Infrastructure Changes The previous update of the Natural Gas and Oil Infrastructure made pursuant to TS 5.5.3 was provided in June 2009.

Description of Changes The Natural Gas and Oil Infrastructure is contained in controlled drawing DWG-509706. The following changes were made.

A new natural gas service line feeding two new gas combustion turbines and heat recovery steam generators was installed within one half mile of the ISFSI. A new 12-inch main supply line entering the metering station was installed. This line is beyond one-half mile from the ISFSI.

Summary of Evaluations The addition of a new natural gas service line feeding two new gas combustion turbines and heat recovery steam generators at the FSV Station is a change in infrastructure within one-half mile of the ISFSI. The addition of a new 12-inch main supply line entering the metering station is beyond one-half mile of the ISFS1. Qualitative comparison of hazard analyses of the respective natural gas lines to those hazard analyses (Casel and Case 2a respectively) documented in the SAR indicate the existing safety analyses remain bounding.
