Dear Mr. Sena:

By letter dated March 29, 2011, FirstEnergy Nuclear Operating Company (the licensee) submitted its Decommissioning Funding Status Reports for Beaver Valley Power Station, Unit Nos. 1 and 2, Davis-Besse Nuclear Power Station, and Perry Nuclear Power Plant, in accordance with Section 50.7 5(f)( 1) of Part 50 of Title 10 of the Code of Federal Regulations.

The Nuclear Regulatory Commission (NRC) staff performed an internal review and determined that additional information is required to complete its review. The specific questions are found in the enclosed request for additional information (RAJ). The NRC staff is requesting a response to the RAI within 30 days of receipt.

The NRC staff considers that timely responses to RAls help ensure sufficient time is available for staff review and contribute toward the NRC's goal of efficient and effective use of staff resources.

BEAVER VALLEY POWER STATION, UNIT NOS. 1 AND 2 DAVIS-BESSE NUCLEAR POWER STATION PERRY NUCLEAR POWER PLANT DOCKET NOS. 50-334, 50-412, 50-356, AND 50-440 By letter dated March 29, 2011 (Agencywide Documents Access and Management System Accession No. ML110950060), FirstEnergy Nuclear Operating Company (licensee) submitted its Decommissioning Funding Status (DFS) Report for Beaver Valley Power Station, Unit Nos. 1 and 2 (BVPS-1 and 2), Davis-Besse Nuclear Power Station (Davis-Besse) and Perry Nuclear Power Plant (Perry), in accordance with Section SO.7S(f)(1) of Part 50 of Title 10 of the Code of Federal Regulations (10 CFR). In order to complete the review, the Nuclear Regulatory Commission (NRC) staff needs the following additional information:

RAI #1 - Citation for Real Rate of Returns:

In the letter dated March 29, 2011, the licensee reported a 2 percent "Real" rate of return through Dismantlement for all of the above listed units.

As stated in 10 CFR SO.7S(f)(1),

The information in [the DFS] report must include [...]; the assumptions used regarding rates of escalation in decommissioning costs, rates of earnings on decommissioning funds, and rates of other factors used in funding projections...

Provide the citation (e.g, an Order by the rate-regulatory authority), if applicable, that allows for the assumptions used regarding rates of escalation in decommissioning costs, rate of earnings on decommissioning funds and rates of other factors assumed in your DFS Report for BVPS-1 and 2, Davis-Besse, and Perry.

- 2 RAI #2 - Amount of Decommissioning Trust Funds Accumulated:

The provisions of 10 CFR 50.75(f)(1) and (2) require the licensee to report the amount of funds accumulated to the end of the calendar year preceding the report.

Provide the after-tax amount of funds accumulated through December 31, 2010.

RAI #3 - Amount of Decommissioning Trust Funds Accumulated:

Pursuant to 10 CFR 50.75(3)(2), the NRC reserves the right to review the accumulation of decommissioning funds.

Beginning with 1999, provide the annual contribution amounts, as defined by 10 CFR 50.2, deposited into each of the decommissioning trust fund, for BVPS-1 and 2, Davis Besse, and Perry.
