CNS is sending amendments to the referenced reports. In accordance with the Station's Selected Licensee Commitments (SLC) Manual 16.11-2, "Radioactive Liquid Effluent Monitoring Instrumentation," and 16.11-7, "Radioactive Gaseous Effluent Monitoring Instrumentation," the Station must report inoperable monitoring equipment within the next ARERR submittal if a condition within that SLC was not met. This missed requirement was first corrected with last year's 2009 ARERR submittal. Previous ARERRs missed this requirement, but the Station is submitting addendums to only the last two reports as that represents what is defined as current operating performance and anything beyond that is historical in nature. Corrective actions were taken to prevent recurrence including the creation of a formal process to ensure future reports have all information provided.

In addition to including the 2007 inoperable equipment, Attachment 1 clarifies that the Unplanned Offsite Releases section was to specify that there were no unplanned liquid or gaseous radioactive effluent releases to the environment in 2007. The addendums to amend the respective 2007 and 2008 ARERRs are attached as follows:

Attachment I Supplement to 2007 ARERR Attachment II Supplement to 2008 ARERR This submittal serves as an addendum to those earlier submittals to supplement what was reported in the previous ARERRs. No commitments are contained in this letter.

Attachment I Supplement to 2007 ARERR

2007 Addendums to Annual Radioactive Effluent Release Report (ARERR)

Attachment V - Unplanned Offsite Releases The information provided in the original submission included information relating to the Catawba Groundwater Monitor program but did not clearly address Unplanned Offsite Releases.

Therefore, the following addendum to the 2007 ARERR is being submitted.

Based on review of -

  • Catawba Problem Investigation Program (PIP) data,
  • Search of completed System Radiation Protection Manual Procedure (SRPMP) 8-2 (Investigation of Unusual Radiological Occurrences) records which are used to document such occurrences, and
  • 2007 ARERR Attachment II, Supplemental Information, Attachment VI, ABNORMAL RELEASES information.

There were no unplanned liquid or gaseous radioactive effluent releases to the environment in 2007.

Inoperable Equipment Due to changes in personnel responsibilities at Catawba, the ARERR information on Inoperable Equipment required per Selected Licensee Commitment (SLC) 16.11-2 and 16.11-7 was not included with the 2007 ARERR. Catawba has implemented a formal process to assure future ARERRs include all required information. Therefore to complete the 2007 ARERR, the following addendum to the 2007 ARERR is being submitted.

2EMF39 - Containment Noble Gas Monitor On April 21, 2006, 2EMF39 was taken out of service due to issues associated with reactor coolant leakage detection. 2EMF39 was returned to service on December 2, 2006 per Technical Specification Action Item Log (TSAIL) comment and thus does not require reporting for 2007. The TSAIL entry covering 2EMF39 was cleared January 10, 2007. The reporting requirement for 2EMF39 per Selected Licensee Commitment (SLC) 16.11-7 for 2EMF39 is 30 days.

OEMF50 - Waste Gas Discharge Monitor On January 11, 2007, OEMF50 was taken out of service to perform channel calibration and analog channel operability test. OEMF50 was returned to service on February 7, 2007 and thus was out of service for 27.25 days. The reporting requirement of Selected Licensee Commitment (SLC) 16.11-7 for OEMF50 is 14 days. On April 10, 2007, OEMF50 was taken out of service to perform channel calibration and analog channel operability tests. OEMF50 was returned to service on July 2, 2007 and thus was out of service for 83.33 days. The reporting requirement of SLC 16.11-7 for OEMF50 is 14 days.

No other equipment was identified as exceeded the reporting requirements of SLC 16.11-2 or 16.11-7 for 2007 based on a review of Catawba TSAIL data.

Attachment II Supplement to 2008 ARERR

2008 Addendum to Annual Radioactive Effluent Release Report (ARERR)

Inoperable Equipment Due to changes in personnel responsibilities at Catawba, the ARERR information on Inoperable Equipment required per Selected Licensee Commitment (SLC) 16.11-2 and 16.11-7 was not included with the 2008 ARERR. Catawba has implemented a formal process to assure future ARERRs include all required information. Therefore to complete the 2008 ARERR, the following addendum to the 2008 ARERR is being submitted.

0EMF50 - Waste Gas Discharqe Monitor On September 3, 2008, OEMF50 was taken out of service due to increased background counts.

OEMF50 was returned to service on September 18, 2008 and thus was out of service for 15.08 days. The reporting requirement of SLC 16.11-7 for 0EMF50 is 14 days.

No other equipment was identified as exceeded the reporting requirements of SLC 16.11-2 or 16.11-7 for 2008 based on a review of Catawba Technical Specification Action Item Log (TSAIL) data.
