Dear Mr. Collins:

The NRC's letter to Southern Californ ia Edison (SCE) dated March 4, 2011 , (Refe rence 1) requested that SCE notify the NRC when the San Onofre Nuclear Gene rating Station (SONGS) is ready for the NRC to assess the effectiveness of our actions to address the substantive cross -cutting issue (SCCI) in the area of Human Performance.

SCE has reviewed the effectiveness of our improvement effo rts detai led in SCE's response to the NRC Midcycle Performance Review letter (Refe rence 2), and cons iders the following SCCI areas of Human Performance ready for NRC inspection:

  • H.1(b) - Decision Making involving the theme of using conservative assumptions.
  • H.2(c) - Resources involving the theme of provid ing adequate design documentation , procedures and work instructions.
  • H.4(a) ~ Work practices involving the themes of human error prevention techniques.
  • H.4(b) - Communicating expectations regard ing procedural compliance.
  • H.4(c) - Ensuring the supervision of work activities.
