"Watts Bar Nuclear Plant, Unit 1 - NRC Problem Identification and Resolution Inspection Report 05000390/2011008," dated March 11,2011 In the above Reference, the NRC issued Severity Level IV Non-Cited Violation (NCV)05000390/2011008-01, "Failure to Submit a Licensee Event Report for a Condition Prohibited by Technical Specifications Associated with the Essential Raw Cooling Water System." In the cover letter for the Reference, the NRC stated:

If you wish to contest this non-cited violation, you should provide a response within 30 days of the date of this inspection report, with the basis for your denial, to the Nuclear Regulatory Commission, A TTN: Document Control Desk, Washington DC 20555-0001; with copies to the Regional AdministratorRegion II; the Director, Office of Enforcement, United States Nuclear Regulatory Commission, Washington, DC 20555-0001; and the NRC Senior Resident Inspectorat the Watts Bar Nuclear Plant, Unit 1. -

U.S. Nuclear Regulatory Commission Page 2 April 11,2011 Based on the issuance date for the above Reference, the 30-day response date to potentially contest this NCV is April 11, 2011.

TVA has conducted preliminary review of the NCV. To complete a more comprehensive review of the NCV, TVA requests that the response date for potential challenge of the referenced NCV be extended to May 11, 2011. Kara Stacy of my staff spoke to Craig Kontz of NRC Region II, Division of Reactor Projects, on April 11, 2011, to advise the NRC of TVA's request for an extension.
