I called and left a message referring to the discussion below.

Please accept the following information for the purpose of the State Consultation pertaining to license amendments for the Kewaunee Power Station.

Pursuant to 10CFR50.91(b), State Consultation, I am notifying you that the NRC is currently processing an amendment (internally identified within the NRC at this time as TAC Number ME3777) for the Kewaunee Power Station (KPS). The NRC staff has determined that the amendment request involves no significant hazards consideration. The analysis on the issue of no significant hazards consideration is published in the Federal Register on page 75 FR 37473 (dated June 29, 2010)

The current amendment is in response to application dated April 13, 2010 (Agencywide Documents Access management System (ADAMS) Accession No. ML101110123), as supplemented by a letter dated January 18, 2011 (ADAMS Accession No. ML103350500. The supplements did not expand the scope of the application and did not change the Commissions proposed no significant hazards consideration determination as it appeared in 75 FR 37473 In its April 13, 2010 application, Kewaunee Power Station requested an amendment to its Operating License to revise section 3.1.a.1.C, Reactor Coolant Pumps, section 3.1.a.3, Pressurizer Safety Valves, and section 3.1.b, Heatup and Normal Cooldown Limit Curves for Normal Operation, of the Technical Specifications (TS). Specifically, the proposed amendment would replace the heatup and cooldown pressure-temperature (P-T) limit curves with new ones, and specifying a higher low temperature overpressure protection (LTOP) enabling temperature.

On February 2, 2011, the NRC approved Amendment 207 to the Operating License, which converted the KPS Custom Technical Specifications to the Improved Technical Specifications (ITS) and which introduced a comprehensive renumbering of TS sections and a standardization of TS scope relative to other nuclear power plants that have made similar ITS conversions.

In its January 18, 2011, supplement the licensee submitted comparable technical information to its April 13, 2010 application, but consistent with its ITS, issued as Amendment 207 on February 2, 2011, under TAC No. ME2139.

The affected ITS sections are:

  • ITS section 3.4.5, RCS Loops - MODE 3,
  • ITS section 3.4.6, RCS Loops - MODE 4,
  • ITS section 3.4.10, Pressurizer Safety Valves,
  • ITS section 3.4.12, Low Temperature Overpressure Protection (LTOP) System, and
  • ITS section 3.5.2, ECCS - Operating.

The revised requirements consist of new heatup and cooldown reactor coolant system pressure and temperature (P-T, or its equivalent P/T abbreviation, if reading relevant licensee documents) limit curves and a higher low temperature overpressure protection (LTOP) enabling temperature (The revised information was identical in scope to the changes proposed in the original amendment request of April 13, 2010), along with additional restrictions on RCS mass addition below a RCS hot leg temperature of 356F, consistent with Improved Standard Technical Specifications.

Further, on February 24, 2011, the NRC issued Renewed Operating License DPR-43.

Thus, this amendment (TAC No. ME3777), and an amendment about which I contacted you on April 5, 2011, pertaining to Load tap changers (TAC No. ME4011), will both amend the Renewed Operating License DPR-43 including its ITS, as they appear in ADAMS Accession No. ML053040352, as of today, April 11, 2011. The order of issuance will depend on the rapidity of their separate processing.
